Residency preference, as permitted by law and by the regulations of the New Jersey Department of Civil Service, is hereby found and determined to be the best interests of this municipality, and, when applicable under law and under civil service regulations, all candidates for employment shall be listed in the following order of preference, and all hirings shall be made in the following order of preference:
A. 
Residents of the City of Rahway.
B. 
Other residents of the County of Union.
C. 
Other residents of the State of New Jersey.
D. 
All other qualified applicants.
