Any vehicle parked or abandoned on any highway in the City during a snowstorm, flood, fire or other public emergency, or found unattended where it constitutes an obstruction to traffic, or any vehicle parked or abandoned on any highway in the City where stopping, standing or parking is prohibited, may be removed by or under the direction of the City or any police officer.
After removal of any vehicle as provided in § 183-35, such vehicle shall be stored in a suitable place at the expense of the owner. Such owner or the person in charge of the vehicle may redeem the same upon payment to the towing agency of the amount of all expenses actually and necessarily incurred in effecting such removal, together with any charges for storage, the date of removal and the date of release or delivery being each regarded as a separate day.

Vehicles stored in the police garage after the owner has been notified to retrieve will incur a fee of $15 per day.
It shall be the duty of the City, or a designated officer or employee thereof, to ascertain the name of the owner of such vehicle or person having same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
