Parking meter zones may be established in any part or portion of an off-street public parking lot or area which is owned, leased or maintained by the City. Said off-street parking meter zones are as described in Schedule XXIII (§
183-66).
The Assistant City Engineer (traffic) shall
be responsible for the installation, operation, maintenance, regulation,
control and supervision of parking meters in the City, and, in the
performance of his duties, said Assistant City Engineer is hereby
authorized and empowered to enter into such contracts as may be necessary
for the proper maintenance of such parking meters, subject to confirmation
of said contracts by the Common Council and execution by the Mayor.
A. Installation.
(1) Pavement and/or curb markings shall be applied, where
practicable, outlining parking spaces adjacent to each parking meter
in the parking meter zones established pursuant to this Article.
(2) Parking meters shall be installed immediately adjacent
to the parking spaces.
(3) No parking spaces shall be applied at, nor meters
installed adjacent to, locations where parking, standing or stopping
is prohibited pursuant to § 1202 of the Vehicle and Traffic
Law or by this chapter or any other local law of the City where parking
spaces are in conflict with such prohibitions.
B. Operation.
(1) Each parking meter shall operate so as to indicate
that the appropriate fee has been deposited in such meter.
(2) Each parking meter shall display a signal indicating
the expiration of the time period associated with the deposit of fees.
The fees for use of the parking meter zones established pursuant to this Article shall be as indicated in Schedule XXIII (§
183-66).
Notwithstanding the provisions of this Article,
there shall be two hours of free on-street parking (for shoppers only)
in the Central Business District.
