The Town of Newburgh Recreation Advisory Board
shall consist of five persons who are residents of the Town of Newburgh.
The purpose of the Recreation Advisory Board
is to:
A. Identify recreation and park resources and needs,
and determine priorities and make appropriate recommendations to meet
those needs.
B. Continually explore ways and means to strengthen and
support recreation and parks in the Town of Newburgh.
C. Increase the visibility of, promote and enhance the
image of the recreation opportunities to the public.
D. Establish and maintain effective communications with
the Town Board. The Town Board shall appoint a liaison to meet with
the Advisory Board at its monthly meetings.
The Recreation Advisory Board shall have the
following functions:
A. To investigate and determine the needs and interests
of the community for recreational facilities/programs and make recommendations
to meet these needs.
B. To interpret and advise needs to the recreation liaison
of the Town Board and to the Recreation Director.
C. To interpret the community recreation program and
bring needs/ideas to the attention of elected officials and the general
citizenship.
D. To recommend and help secure comprehensive master
plan and other studies of parks and recreation for the acquisition
and development of an adequate system of parks, facilities and recreation
programs.
E. To generally enlist favorable public opinion of and
support for park and recreation services through such means as community
and neighborhood groups.
F. To assist in the maintenance of high standards in
park and recreation leadership and in the quality of the program service.
G. To assist the Park and Recreation Department in developing
partnerships with other organizations and private groups to further
the objectives with added and varied programs.
H. To advise and recommend recreational needs for possible
inclusion in the Park and Recreation Department budget.
I. To assist the park and recreation staff in evaluating
recreation programs and activities with input from program participants.
J. To assist in recruiting volunteers to assist with
park and recreation programs/activities.
K. To assist the department in developing program priorities.
L. To educate the public of the importance and need for
park and recreation programs, facilities and services.
The officers of the Recreation Advisory Board
shall be the Chairperson and Vice Chairperson, each of whom shall
be elected by the Board members at the March meeting.
The term of office for Chairperson and Vice
Chairperson shall be for one year. The term shall be limited to three
consecutive years.
The Chairperson is designated leader of the
Board and is therefore accountable for the Recreation Advisory Board's
overall performance. A Chairperson shall have the following responsibilities:
A. Planning and providing the agenda and chairing meetings.
B. Ensuring that all minutes of each meeting accurately
record all actions taken and that minutes are placed in a permanent
file.
C. Seeing that advisory members and the Town Board are
fully informed.
D. Working with a Director and Recreation Advisory Board
to plan and develop programs.
E. Supporting policies and programs adopted by the Recreation
Advisory Board.
F. Taking part in an annual review of the Recreation
Department.
G. Providing the Town Board with a written annual overview
on Advisory Board activities and future recommendations by June 30
of each year.
H. Appointing committee chairpersons when needed, and
giving them a clear charge and providing opportunities for them to
report to the Board.
I. Consulting with the Recreation Director on the needs
of each department.
The Vice Chairperson shall have the following
responsibilities:
A. Chairing the meeting in the absence of the Chairperson.
Individual Recreation Advisory Board members
are responsible for:
A. Reviewing the mission statement and other documents
of the Advisory Board.
B. Reviewing past Board business including the minutes
of meetings.
C. Coming to meetings fully informed about issues to
be discussed.
D. Helping formulate and establish policies for the Advisory
Board.
E. Accepting and fulfilling specific assignments.
F. Supporting policies adopted by the Town Board and
Advisory Board.
G. Understanding the financial structure and being provided
with a copy of the recreation budget.
H. Evaluating and making recommendations of programs
and services provided by the Recreation Department.
I. Considering their public statements very carefully.

A. Members of
the Recreation Advisory Board shall be appointed by the Town Board.
The Board shall consist of five members.
B. Any member
of the Advisory Board who misses three consecutive meetings without
just cause will be relieved of his or her duty. Written notification
to the Chairperson with acceptable reason shall constitute just cause.
C. Members
shall serve at the pleasure of the Town Board for terms of three years
each, except that the members initially appointed on or before January
30, 2013, shall be appointed as follows: two for three years, two
for two years and one for one year.

A. Meetings
shall be held at the time and place scheduled by the Chairperson.
Meetings shall be held no less often than once each month. They may
be called more often by the call of the Chairperson or the call of
any three members of the Board upon notice of the entire Board whenever
possible.
B. Three members
shall constitute a quorum.
C. In all votes
simple majority of those voting will rule. No proxy voting shall be
allowed.
