Roadways and driving lanes on private property devoted
to public use must be kept accessible at all times. The owner shall be responsible
for keeping said roadways and/or driving lanes open of vehicles and snow.
Fire hydrants shall be kept clear of snow and shall be marked for easy location.
Privately owned water mains and fire hydrants on property
devoted to public use shall be maintained and serviced regularly in accordance
with standards and procedures as established and regulated by the Fire Inspector.
Hydrants shall be inspected semiannually and after use;
inspection shall include operation at least once a year. The semiannual inspections
shall be made in the spring and fall of each year. Hydrants requiring special
attention because of the possibility of freezing shall be checked frequently
during extended periods of severe cold. Hydrants shall be kept in good condition.
Suitable records of inspection and repairs shall be maintained and shall be
made available to the Fire Inspector upon his request. Hydrants shall be painted
with the identifying colors used by the Town of Newburgh. All hydrants used
must comply with the requirements of the Water Superintendent of the Town
of Newburgh.
For the purpose of this chapter, "private property devoted
to public use" shall include but not be limited to multiple-dwelling complexes,
churches, schools, shopping centers and other places of public assembly.
