The rules, regulations, rates, charges and fees herein prescribed shall be applicable to the supply of water and the furnishing of services and facilities by the Town acting through the Water Department of the Town of Newburgh within or outside the duly constituted water districts of said Town, subject to the provisions of the Town Law and other applicable statutes, or unless otherwise indicated hereinafter.
