A person may not hold the office of Deputy Town Clerk for the Town of Riga unless such person is a citizen of the United States and a resident of the County of Monroe or a contiguous county in the State of New York. However, a person may hold the office of Deputy Town Clerk for the Town of Riga whether or not such person is a resident of the Town of Riga and/or an elector of the Town of Riga. The provision of this article stating that a person may hold the office of Deputy Town Clerk whether or not such person is a resident of the Town of Riga and/or an elector of the Town of Riga shall supersede the requirement of local residency set forth in § 3, Subdivision 1, of the Public Officers Law of the State of New York and shall also supersede the requirement of being a local elector set forth in § 23, Subdivision 1, of the Town Law of the State of New York.
