The Board of Commissioners shall appoint a Township Manager for a period of time which may be extended, renewed or modified and shall fix his or her compensation annually by adoption of the Township Budget Ordinance. The Manager shall be appointed solely on the basis of his or her executive and administrative qualifications. The Offices of Township Manager and Township Secretary may be held by the same person. Within 12 months of appointment, the Township Manager must reside within the boundaries of Butler Township.
The Township Manger shall be the Chief Administrative Officer of the Township. He shall be responsible to the Board of Commissioners for the administration of all Township affairs. He shall have the following powers and duties:
A. 
He or an employee or employees designated by him shall collect, receive, account for and turn in to the Township Treasurer for deposit all fees, assessments, charges and other revenues that are levied or established by the Township for general or specific purposes. All moneys collected shall be turned in to the Township Treasurer at least once each week.
B. 
Should the Manager also be appointed as Township Secretary, he shall perform the duties of Secretary of the Township in causing appropriate records to be made, preserved and certified, as required by law or other action of the Board of Commissioners. He shall attest the execution of all instruments and record all ordinances and resolutions, and he shall have the custody of the municipal corporate seal, as herein provided, and all official Township records.
C. 
He shall direct and supervise the administration of all departments, offices and agencies, except as otherwise provided by this chapter or by law.
D. 
He shall issue such administrative and personnel rules and regulations not in conflict with existing statues or ordinances to properly carry out the duties contained in this chapter.
E. 
He shall be the sole purchasing agent for the Township and he shall purchase, in accordance with the provisions of the Township Code, all supplies and equipment for the various agencies, boards, departments and other offices of the Township, as authorized by the Board in approving the annual operating budget. He shall keep an account of all purchases and shall, from time to time or when directed by the Board, make a full written report thereof. He shall also issue rules and regulations governing the requisitioning and purchasing of all municipal supplies and equipment.
F. 
He shall attend all Board of Commissioners' meetings and shall have the right to take part in discussions, but he shall not vote. He shall prepare the agenda of each meeting and shall have the agenda available for the public meeting.
G. 
He shall prepare and submit a proposed annual budget, including a capital expenditure program, to the Board of Commissioners by the 12th day of November of each year. He shall be responsible for the administration of the budget after its adoption by the Board of Commissioners.
H. 
He shall submit to the Board of Commissioners and make available to the public a complete report on the finances and administrative activities of the Township as of the end of each fiscal year.
I. 
He shall make such other reports as the Board of Commissioners may require concerning the operations of Township departments, offices and agencies subject to his direction and supervision and shall keep the Board of Commissioners at all times informed as to the conduct of the Township affairs.
J. 
Should the Manager also be appointed as Secretary, he shall, where required, acknowledge and execute documents as Secretary of the Township.
K. 
He shall have the duty, through the proper department, to preserve order in the Township.
L. 
He shall have the duty, through the proper departments or subordinates, to enforce the ordinances and regulations of the Township.
M. 
He shall have the duty to sign such papers, contracts, obligations and documents that are property presented to him as required by law or this chapter. He shall see that the provisions of all franchises, leases, permits and privileges granted by the Township are observed.
N. 
With the consent of the Board of Commissioners, he shall have the authority to represent the Township in deliberations with other governmental bodies or councils, subject to final ratification by the Board of Commissioners of any action taken.
O. 
He shall have the authority, with the consent of the Board of Commissioners, to negotiate intergovernmental cooperation agreements pursuant to the Constitution of the Commonwealth.
P. 
He may employ, by and with the approval of the Board, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
Q. 
He shall be the Chief Administrative Officer of the Township for the management of the municipal pension plans.
R. 
He or she shall hire and, when deemed necessary and appropriate, shall suspend and/or discharge all full-time employees, subject to the approval of the Board of Commissioners, provided that persons covered by the civil service provision of the Township Code shall be hired, suspended, or discharged in accordance with such civil service provision. The Township Manager shall have the authority to hire and discharge part-time employees as the needs of the Township dictate and according to budgetary restrictions. The Board of Commissioners shall have the authority to delegate to the Township Manager the power to hire or discharge full-time employees without the Board's approval.

Neither the Board, its members, nor its committees shall dictate or influence or attempt to dictate or influence the hiring of any person to, or his suspension or discharge from, municipal employment by the Manager, or in any manner take part in the hiring, suspending or discharging of employees of the Township except as required by the civil service provisions of the First Class Township Code.[1] Other than for the purposes of inquiry, the Board of Commissioners or any of its members or any of the Board's committees or its members shall deal with the Township's employees solely through the Township Manager, and neither the Board nor any of its members, nor any of the Board's committees or its members shall give orders publicly or privately to any subordinate of the Manager.

If the Manager becomes ill or needs to be absent from the Township, the Assistant Township Manager shall perform the duties of the Manager during his absence or disability. As used in this chapter, the masculine shall also mean feminine.

The Assistant Township Manager shall assist the Township Manager in all of the powers and duties conferred upon the Township Manager by virtue of § 61-2. In the absence of the Township Manager, the Assistant Township Manager shall assume all of the powers and duties conferred upon the Township Manager pursuant to § 61-2C, D, E, F, L, and M.
