The City Council of Coatesville finds and declares that the provisions of this Part 2 are enacted for the following reasons:
A. 
To reduce hazardous traffic conditions resulting from the use of streets within residential districts for vehicles parked by persons not residing within the residential districts.
B. 
To protect these residential districts from polluted air, excessive noise and refuse caused by the entry of such vehicles.
C. 
To protect the residents of these residential districts from unreasonable burdens in gaining access to their residences.
D. 
To preserve the character of these districts as residential districts.
E. 
To encourage use of public transportation.
F. 
To promote efficiency in the maintenance of streets in these residential districts in a clean and safe condition.
G. 
To preserve the value of the property in these residential districts.
H. 
To promote traffic safety and the safety of children and other pedestrians in these residential districts.
I. 
To forestall dangers arising from the blocking of fire lanes, hydrants and other facilities required by emergency vehicles, both in reaching victims and in transporting them to hospitals.
J. 
To facilitate the movement of traffic in the event of accidents and other disasters.
K. 
To promote the peace, comfort, convenience and welfare of the City.
As used in this Part 2, the following terms shall have the meanings indicated:
CURBSIDE PARKING SPACE
Twenty linear feet of curb, exclusive of those portions of the curb where parking, apart from the provisions of this Part 2, is not presently permitted.
RESIDENTIAL DISTRICT
A contiguous or nearly contiguous area containing public highways or parts thereof primarily abutted by residential property or residential and nonbusiness property (such as schools, parks, churches, hospitals and nursing homes).
RESIDENTIAL PARKING PERMIT AREA
A residential district where curbside parking on public highways is limited to not more than two consecutive hours between 8:00 a.m. and 6:00 p.m. on weekdays, except holidays, unless the vehicle properly displays a parking permit authorized by this Part 2.
A. 
Following the City Council's affirmative vote to designate a residential parking permit area, parking signs shall be erected in the designated area.
B. 
The signs shall be of such character as to inform readily an ordinarily observant person that curbside parking on public highways in the designated area is limited to not more than two consecutive hours between 8:00 a.m. and 6:00 p.m. on weekdays, except holidays, unless the vehicle properly displays a parking permit authorized by this Part 2.
Residential parking stickers, which exempt a motor vehicle on which the sticker is properly displayed from the time limits for parking within a residential parking district, may be obtained for an annual fee as provided in Chapter 108, Fees, per vehicle by bona fide residents of those special residential parking districts designated by the City Council.
A. 
To obtain a residential parking sticker, the applicant must file an application with the City's Finance Department, providing the following information:
(1) 
The name of the owner or operator of the motor vehicle.
(2) 
The applicant's residential address.
(3) 
The make, model and registration number of the motor vehicle.
(4) 
The driver's license number.
B. 
In addition, the motor vehicle's registration card and the operator's license of the applicant must be presented in person at the time of filing the application. Additional documentation and/or information, as deemed necessary by the Director of the Finance Department, may be required for verification purposes.
C. 
Upon approval of the application, a residential parking sticker will be issued to the applicant. The same application and documentation procedures outlined above will be followed at the time of the renewal of a parking sticker and at the time that the applicant moves to a different residential parking district.
A. 
Upon the applicant's payment of the residential parking permit fee as provided in Chapter 108, Fees, his or her submission of a completed and validated residential parking permit application and his or her fulfillment of all applicable provisions of this Part 2 controlling issuance, renewal or transfer of residential parking permits, the applicant shall receive one residential parking permit for the vehicle described in the application. Such residential parking permit shall be securely affixed to the right bumper of the vehicle and shall display the following information:
(1) 
The license plate number and registration number of the vehicle.
(2) 
The numerical designation of the residential parking permit area.
(3) 
The expiration date of the residential parking permit, which shall be one year following the date or the most recent anniversary of the date, whichever is later, of the City Council's designation of the residential parking permit area.
B. 
No residential parking permit shall be issued to a vehicle whose owner and principal operator do not reside within the designated residential parking permit area.
C. 
The applicant for and holder of the residential parking permit shall be the owner or principal operator of the vehicle receiving the parking permit.
D. 
A vehicle shall be issued a residential parking permit only if it displays valid Pennsylvania license plates, unless the vehicle is not required to have them.
A. 
Upon the holder's payment of the residential parking permit renewal fee as provided in Chapter 108, Fees, his or her submission of a completed and validated residential parking permit application, his or her fulfillment of all applicable provisions of this Part 2 controlling issuance, renewal or transfer of residential parking permits, on or before the expiration date of the existing residential parking permit, the holder shall receive a new residential parking permit.
B. 
The expiration date to be displayed on the new residential parking permit shall be one year following the expiration date of the existing residential parking permit.
A. 
An owner or operator of a motor vehicle, who has a temporary motor vehicle registration card, yet meets all other requirements, may apply for a temporary residential parking sticker. This temporary sticker will become invalid upon the expiration date of the temporary motor vehicle registration card or as soon as a permanent motor vehicle registration card is obtained, whichever occurs first.
B. 
Once the permanent registration is received, the owner/operator must notify the Finance Department and apply for a permanent residential parking permit according to the regular procedures outlined above.
C. 
All other rules and regulations denoted herein must be observed during the time for which the temporary residential parking sticker was issued.
Upon the holder's payment of the residential parking permit transfer fee as provided in Chapter 108, Fees, his or her submission of a completed and validated residential parking permit application, his or her fulfillment of all applicable provisions of this Part 2 controlling issuance, renewal or transfer of residential parking permits and his or her surrender of his or her existing residential parking permit, the holder shall receive a new residential parking permit to be transferred to another qualifying vehicle.
Residential parking stickers must be displayed on the right side of the rear bumper of your vehicle. The sticker must have the motor vehicle registration number and sticker expiration date plainly visible.
A. 
Parking stickers will be subject to expiration but eligible for renewal upon their expiration date, as indicated on the sticker, or in those situations where the recipient moves from one residential area to another within the City. If the resident moves to another residential parking district, he must obtain a parking sticker for that district. If he or she moves to an area that is not a residential parking district, the parking sticker will cease to be valid and will not be renewed.
B. 
Renewal is not automatic. Recipients are responsible for reapplying for stickers according to the regular application procedure described above.
A. 
Upon application of any resident of a residential parking permit area, the City Manager or his or her designee shall issue a visitor parking permit to the resident for the visitor's vehicle to be limited to that particular parking permit area and for a period not exceeding 30 days. No more than two visitor parking permits shall be issued to any one resident at any one time. For the purposes of this Part 2, the resident shall be the holder of and responsible for the use and misuse of the visitor parking permits issued to him.
B. 
Upon application by the principal of Benner Elementary School to the City Manager, a residential parking permit may be issued to the vehicle of any teacher or administrative personnel who is transient and works at different schools throughout the Coatesville Area School District. This permit is not transferable.

A. 
Unexpired residential parking stickers are no longer valid once the recipient moves from the residential district designated on the sticker.
B. 
The owner/operator of a motor vehicle bearing a residential parking sticker is exempt only from the posted time restrictions on parking and from the otherwise required deposit of coins in parking meters located within the district. All other parking and motor vehicle regulations within the residential parking district must be observed.
C. 
A residential parking sticker is issued for the specific geographic area in which the recipient lives and authorizes exemption from the posted limited parking regulations in that area only. Issuance of a residential parking sticker does not guarantee the recipient a parking space.
Any applicant for a residential parking sticker whose permanent address or the address at which his or her motor vehicle is registered is outside of the residential parking district for which the applicant seeks a parking sticker (whether such permanent address or registration address is out-of-state, in Pennsylvania but outside of Coatesville or within Coatesville but outside the district) and any applicant who operates a motor vehicle owned by and registered in the name of another person not a resident of the district must file with the application a copy of his deed or lease or electric and gas utility bill for his or her residence within the parking district or, in the absence of these, he or she must sign an affidavit on a form supplied by the Finance Department affirming that he or she does in fact reside at the stated residential district address. Any applicant filing a falsified affidavit or a falsified application will be subject to criminal penalties for violation of 18 Pa.C.S.A. § 4904, relating to unsworn falsification to authorities.
A. 
Whenever metered parking is in effect in any portion of a residential parking permit area, the parking spaces controlled by meters shall be excepted from the provisions of this Part 2 so long as the control by meters continues.
B. 
A petition requesting the exemption of a particular street segment of a residential parking permit area, signed by a majority of the residents of that street segment, will automatically exempt that particular street segment from designation as a residential parking permit area.
A. 
Following the City Council's affirmative vote to withdraw the designation of an existing residential parking permit area, the City Manager or his designee shall mail to every residence within the existing residential parking permit area a notice of the Council's withdrawal of the designation. Said notice shall specify the effective date of the withdrawal of the designation.
B. 
The effective date of the withdrawal of the designation of an existing residential parking permit area shall be 30 days following the date of the City Council's affirmative vote to withdraw the designations.
The City Manager or his or her designee is authorized to establish, after due notice and opportunity for interested parties to be heard, all written regulations necessary to implement and enforce the provisions of this Part 2.
Any person violating any provision of this Part 2 shall, upon conviction thereof by a court of competent jurisdiction, be fined not more than $50 for each violation and, in default of any fine so imposed, shall be imprisoned for a period not to exceed 30 days for each violation.
The following areas shall be designated as residential parking permit districts:
Street
Location
Chestnut Street
Between First Avenue and Fourth Avenue
Fourth Avenue, North
Between Lincoln Highway and Chestnut Street
Third Avenue, North
Between Chestnut Street and Fleetwood Street
A. 
Upon a contractor's application for a building permit for work being performed in the City of Coatesville, the Codes Department will issue, upon request, a parking permit for any vehicle(s) that would be affected by a parking meter or regulated time parking restriction. This permit will allow a contractor's vehicle(s) to be parked in a designated parking zone while the performance of contractor's work is being completed. The parking permit will be for the time period listed on the building permit and will be good for the designated building permit location only.
B. 
In no event shall a parking permit issued to a contractor pursuant to this article permit parking where parking is not otherwise legal subject to restrictions.
A contractor's parking permit must be displayed through the front windshield of the vehicle(s) and must have the permit number displayed on it along with the name of the contractor and location of the project.
