Regular meetings of the Borough Council shall
be held on the fourth Tuesday of every month at 7:30 p.m. in the Council
Chambers in the Municipal Building.

A. Special meetings of the Council or any of the Council's
committees may be held at any convenient time, provided that the President
of Council shall cause notice of the same to be given to the other
members of the Council and in accordance with the Sunshine Law of
Pennsylvania, 65 Pa.C.S.A. §701 et seq. Any five members of the
Council may themselves call a special meeting of the Council, provided
that all members of the Council have been duly and legally notified
of the time, place and purpose of the meeting and that the proper
meeting notice is given in accordance with the Sunshine Law of Pennsylvania.

B. Executive sessions may only be held in accordance
with the Sunshine Law of Pennsylvania.

A. At the organizational meeting of the Council, or as
soon as practicable thereafter, the President of Council shall appoint
such standing committees as shall be established from time to time
by resolution of the Borough Council. Said standing committees shall regularly meet at such
times and places as shall be established from time to time by resolution
of Borough Council.
B. Each standing committee shall be composed of four
members, the first named to be Chairman of the committee and the second
named to be the Vice Chairman of the committee.

The order of business of Borough Council meetings
shall be as determined by resolution of Borough Council. The President
of Borough Council or, in his or her absence, the Vice President of
Borough Council may vary the order of business as circumstances warrant.
The rules contained in Robert's Rules of Order
Newly Revised shall govern the conduct of the meetings of Council
in all cases in which those rules are not inconsistent with any other
section of this article or with any provision of the law governing
the conduct of a Borough Council meeting.
In addition to keeping the records of the Council
and the minutes of its meetings, it shall be the duty of the Secretary
to notify officers, committees and delegates of their appointments;
to furnish committees with all papers referred to them and to furnish
delegates with their credentials; and, with the President, to sign
all orders on the treasury authorized by the Council. Prior to each
meeting of the Council, the Secretary shall furnish the President
with an agenda for such meeting.

Members of Borough Council may participate and vote in meetings
of Borough Council by means of telecommunication devices such as telephones
or computer terminals which permit, at a minimum, audio communication
between locations, provided that the following conditions are met:
A. A
majority of the membership of Borough Council then in office must
be physically present at the advertised meeting place, and a quorum
must be established at the convening or reconvening of the meeting.
If after the convening or reconvening of a meeting a member has been
disqualified from voting as a matter of law, but is still physically
present, Council members participating by telecommunication device
in accordance with this section shall be counted to maintain a quorum.
B. The
telecommunication device used must permit the member or members of
Borough Council not physically present at the meeting to:
(1) Speak to and hear the comments and votes, if any, of the members
of Borough Council who are physically present as well as other members
of Borough Council who may not be physically present and who are also
using a telecommunication device to participate in the meeting; and
(2) Speak to and hear the comments of the public who are physically present
at the meeting.
C. The
telecommunication device used must permit the members of Borough Council
and the members of the public who are physically present at the meeting
to speak to and hear the comments and the vote, if any, of the member
or members of Borough Council who are not physically present at the
meeting.
D. Members
of Borough Council may participate in a meeting of Borough Council
by telecommunication device only if their physical absence is caused
by one or more of the following reasons:
(1) Illness or disability of the member of Borough Council;
(2) Care for the ill or newborn in the member's immediate family;
(4) Family or business travel.
E. Members
of Borough Council who participate in a meeting of Borough Council
by telecommunication device shall notify the Borough Manager by 12:00
p.m. on the day of the Borough Council meeting to enable necessary
preparation of the meeting room.
In the event any provision, section, sentence, clause or part
of this article shall be held to be invalid, illegal or unconstitutional
by a court of competent jurisdiction, such invalidity, illegality
or unconstitutionality shall not affect or impair the remaining provisions,
sections, sentences, clauses or parts of this article, it being the
intent of Borough Council that the remainder of the article shall
be and shall remain in full force and effect.
