A. 
Warrants. All warrants for disbursements of money shall be signed by a majority of the Warrant Committee.
B. 
Compensation of elected or appointed officials. The City Council, by order, shall fix the salaries of officials elected or appointed by the City Council and City Administrator. This includes the salary of the City Administrator for his/her services as such and for all other services rendered by him/her. Unless otherwise provided in the City Charter, all members of the boards and commissions shall serve without compensation.
Any vacancy occurring in the unexpired term of any member appointed to any board or commission shall be filled by appointment of the Mayor and/or City Council with confirmation by a majority of the full Council. The appointment shall be for the balance of the unexpired term, except as otherwise provided by the City Charter or other provisions of this Code.

Vote required to authorize investigation. A vote of four Councilors is required to authorize an investigation pursuant to Sections 9.03 and 9.04 of the City Charter. In the event of a three-to-three tie vote, the Mayor shall cast the deciding vote.
B. 
Scope of investigation.
(1) 
The Council may request a full investigation, which request includes the collection of any and all evidence tending to prove the matter being contested which does not violate the rights of the party being investigated under the laws of the State of Maine or the United States of America. A general statement by the Council requesting a full investigation shall authorize the Mayor or the City Administrator to request all pertinent evidence, compel testimony and issue subpoenas. The Council may request specific evidence as part of a full investigation.
(2) 
Alternatively, the Council may request a limited investigation, specifying particular information which it seeks. In the event of such limited authorization, only such information, documents and testimony as requested by the Council shall be obtained.
(3) 
All requests and subpoenas authorized by the Council and issued by the Mayor or City Administrator shall have the full force and effect of law.
(4) 
In the event that the Mayor or City Administrator is the subject of any such investigation, the Deputy Mayor, any four Councilors or the City Solicitor is authorized to sign subpoenas.
C. 
Admissibility of evidence. In any public hearing resulting from such investigation, the admissibility of evidence shall be determined according to the Maine Rules of Evidence.
D. 
Public access. All Council action requesting investigation and any public hearing resulting from investigation shall be at open meetings, posted 48 hours or more in advance of the meeting.
