The purpose of this chapter is to regulate the issuance of special amusement
permits for carnivals and circuses.
A license provided by this chapter shall be granted, by the City Council,
only for locations where the performance will not interfere with or obstruct
traffic on main highways.
Circuses or traveling amusement shows shall be located at least 1,000
feet from a compact or built-up section of residences. The Council may make
exceptions to the setback if the Council makes one of the following findings
that:
A. Neighborhood is not disturbed by the event;
B. Duration and intensity of the event is not significant;
C. Owners of the site and the preponderance of the residences
in the area approve the request.
The Council will determine the hours of operation at the time of approval.
Reasonable precautions will be taken to ensure that the sounds of the
performance will not carry unreasonably beyond the boundaries of the area
and will comply with the Standards of Article 8, § 801, Noise, of
the Saco Zoning Ordinance.
A fee shall be established after a public hearing.
