It is the policy of the Town Council that persons serving as employees of the Town be given maximum opportunity for advancement or lateral movement where qualified and within the framework of available positions. Job vacancies shall therefore be announced internally in harmony with Article
III. When current employees competing for vacancies are found to be substantially equally as qualified as persons outside the Town service, such employees will be given priority for the vacancy.
Persons who have been demoted shall be ineligible
for promotion to the same or equivalent position for a period of one
year. This limitation may be lifted, however, on the written recommendation
of the department head and upon sole approval of the Town Manager.
Such recommendation shall set forth the reasons why the demotion would
no longer be a disqualifying factor.
