The Mayor may, by and with the approval of a majority of the City Council, appoint a City Administrator, Assistant City Administrator, Treasurer, Clerk, Engineer, Attorney, Department of Public Works, Planning and Zoning Director, Golf Course Superintendent, Physician, Recreation Director, Chief of Fire Department, Chief of Police and other personnel deemed necessary. All appointed officials, except Chief of Police and Chief of Fire Department, may be removed at any time by the Mayor with the approval of a majority of the Council. The Chief of Police and the Chief of Fire Department may be suspended or discharged only in accordance with the Nebraska Civil Service Act and the rules promulgated by the City of Papillion Civil Service Commission pursuant to said Act. All such confirmations of appointments of such offices by the Council shall be made viva voce, and the concurrence of a majority of the members elected to the Council shall be required. All appointed officers shall perform such duties as prescribed by ordinance in addition to any other duties pursuant to an employment or service contract with the City. The office of City Administrator may not be held by the Mayor. The appointed City Administrator may concurrently hold any other appointed office provided for in this section. The vote by yeas and nays shall be recorded by the Clerk.
