There shall be a Department of Public Works, the head of which shall be the Director of Public Works, who shall be appointed by the Town Manager with the approval of the Town Council. He or she shall be responsible for the efficient operation of all of the activities of the Department of Public Works. The Director may further organize the Department into separate divisions or offices.
The functions of the Public Works Department shall be to:
A. 
Supervise, operate and maintain all public works of the Town, except as otherwise provided herein, including but not limited to roads and highway structures, storm and sanitary systems, water supply systems, historical cemeteries, public signs, traffic control devices, resource recovery area, garbage and trash collection and disposal, and public buildings;
B. 
Issue building permits, enforce building construction, land and building use and sanitation regulations in accordance with applicable laws and ordinances;
C. 
Provide for engineering services;
D. 
Supervise the performance of the duties of the Building Inspector, Minimum Housing Inspector, Tree Warden, Fence Viewer, Sealer of Weights and Measures, Inspector of Wells and Inspector of Sidewalks;
E. 
Perform such other duties as required by this Charter or by law or ordinance.
