A. 
It shall be unlawful for any person to construct a driveway or private roadway to a public street within the town without placing a culvert beneath said driveway or roadway, sufficient to convey water runoff flowing parallel to the public way.
B. 
Such culvert shall be of sufficient capacity (at least fifteen-inch metal or concrete) to convey the water to be discharged by it and shall be built and kept open and in good repair by the owner or occupant of the premises upon which it is situated.
Any person violating this Article shall be punished as provided in Chapter 1, General Provisions, Article I; provided, further, that in case of failure to comply with a notice to abate issued by the Town Manager, the Town Manager, after a period of thirty (30) days from the date the notice is sent, may cause construction of the culvert to be made at the cost of the town, and the cost thereof incurred by the town shall be charged to the addressee of such notice, to be collected as town taxes or in any other manner authorized by law.

It shall be unlawful for any person to build, construct or grade in such manner that there results any increase in surface water runoff without directing and channeling such water runoff into a storm drain maintained by the town, a creek, stream, branch or a drainage ditch used for the purpose of conveying water runoff.
