A.
It shall be unlawful for any person to construct a driveway or private roadway to a public street within the town without placing a culvert beneath said driveway or roadway, sufficient to convey water runoff flowing parallel to the public way.
B.
Such culvert shall be of sufficient capacity (at least fifteen-inch metal or concrete) to convey the water to be discharged by it and shall be built and kept open and in good repair by the owner or occupant of the premises upon which it is situated.
