It shall be unlawful for any owner or harborer
of a domestic animal to fail to provide the following for his animal:
A. A sufficient quantity of good and wholesome food and
water and adequate exercise.
B. Adequate protection and shelter from the weather.
C. Veterinary care when needed to prevent suffering or
disease transmission.
D. Adequate care, treatment and transportation.
No person shall abandon any animal. Violation
of this section is a Class 3 misdemeanor. Nothing in this section
shall be construed to prohibit the release of an animal by its owner
to an animal shelter, pound or humane society establishment.
The structure or building in which any dogs
are confined and the lot, compound or enclosure in which they are
penned shall be kept in such sanitary condition as not to cause offensive
odors or attract flies or other insects.
