The Police and Fire Commission shall be appointed

The Plan Commission shall consist of the Mayor, who shall be
its presiding officer, the City Engineer, an Alderperson, four citizens,
and a member of the Town of Burlington Plan Commission. Citizen members
shall be persons of recognized experience and qualifications and shall
receive no compensation. One citizen member shall be appointed annually
by the Mayor, subject to confirmation by the Council, for a term of
three years. The aldermanic member shall be appointed annually by
the Council at its organization meeting. In case the City has no Engineer,
or if the Engineer's duties are performed by an engineering firm,
an additional aldermanic member shall be appointed by the Council
so the Commission has at all times seven voting members. The Town
of Burlington Plan Commission member shall be designated by the Town
of Burlington and appointed by the Mayor, shall act in an advisory
capacity, and shall not have voting privileges and therefore shall
not count toward a quorum.
