Chapter 145, Wis. Stats., and the State Plumbing Code, Ch. SPS 381 through 387, Wis. Adm. Code, as may be amended from time to time, are adopted by reference.

The City Administrator, subject to confirmation of Common Council, shall appoint a Plumbing Inspector, along with such other plumbing inspectors as he deems necessary, who shall be a state-certified Plumbing Inspector under the rules of Ch. SPS 382, Wis. Adm. Code.
A. 
The Plumbing Inspector shall have the right, at reasonable hours, to enter buildings and premises to make test and inspection.
B. 
The Plumbing Inspector may withhold approval of an application for a plumbing permit from any person who has not complied with this chapter and the State Plumbing Code.
C. 
The plumber in charge shall notify the Plumbing Inspector whenever any work is ready for inspection of soil, vent, waste, underground drain, any new connection of any fixture, or replacement of old fixture. All plumbing work shall be left exposed until such a time as the Plumbing Inspector has completed his examination and inspection. A test shall be required as stated in § SPS 382.21, Wis. Adm. Code.

D. 
Stop-work orders. The Plumbing Inspector may order work stopped on the construction, installation, alteration or repair of plumbing when such work is being done in violation of this chapter. Work so stopped shall not be resumed except with written permission of the Plumbing Inspector, provided that if the stop-work order is an oral one, it shall be followed by a written order within a reasonable period of time.
A. 
No work contemplated by this chapter shall be started until a permit therefor has been obtained from the Plumbing Inspector or his authorized agent, provided that no permit shall be required for minor repairs to faucets or the removal or stoppage in soil and waste pipes.
B. 
No plumbing shall be installed in the City without first filing an application and receiving a permit. This shall also apply to any building located outside the City before such building may be connected to the sewer or water system of the City. Each application shall be approved by the local Plumbing Inspector before a permit to install plumbing may be issued. Only a licensed master plumber may receive a permit, except that a permit may be issued to a property owner, provided that the property owner has been living on the property for at least six months prior to the application for a permit. The permit shall only permit the owner to replace fixtures; he shall not replace or install new drains, vents or waterlines.

Plumbing permit fees shall be as set forth in the Fee Schedule established by the Common Council.[1]

Any person who shall violate any provision of this chapter or any order, rule or regulation hereunder shall be subject to a penalty as provided in Chapter 1, § 1-4 of this Municipal Code.
