A. 
There is hereby imposed on each owner of a nonexempt, occupied mobile home in the Town of Cedarburg a monthly parking fee as determined in accordance with § 66.0435(3), Wis. Stats., which is hereby adopted by reference and made part of this section as if fully set forth herein. It shall be the full and complete responsibility of the licensee to collect the proper amount from each mobile home owner. Licensees shall pay to the Town Treasurer such parking permit fees on or before the 10th day of the month following the month for which such fees are due in accordance with the terms of this section and such regulations as the Town Treasurer may reasonably promulgate.
B. 
Licensees of mobile home parks and owners of land on which are parked any occupied, nonexempt mobile homes shall furnish information to the Town Clerk and Assessor on such homes added to their park or land within five days after arrival of such home on forms furnished by the Town Clerk in accordance with § 66.0435(3)(c) and (e), Wis. Stats.
C. 
Occupants or owners of nonexempt mobile homes parked outside of a mobile home park shall remit such fees directly to the Town Treasurer as provided in Subsection A. It shall be the full and complete responsibility of the licensee of a mobile home park to collect such fees from each occupied, nonexempt mobile home therein and to remit such fees to the Town Treasurer as provided in Subsection A.
D. 
Owners of nonexempt, occupied mobile homes, upon receipt of notice from the Town Clerk of their liability for the monthly parking permit fee, shall remit to the Town Treasurer a cash deposit of $25 to guarantee payment of such fees when due to the Town. It shall be the full and complete responsibility of the licensees of a mobile home park to collect such cash deposits from each occupied, nonexempt mobile home therein and to remit such deposits to the Town Treasurer. Upon receipt of a notice from the owner or licensee that the nonexempt, occupied mobile home has been or is about to be removed from the Town, the Town Treasurer shall apply said cash deposit to reduce any monthly parking permit fees for which said owner is liable and refund the balance, if any, to said owner.
E. 
It shall be unlawful for any person to park any mobile home in the Town of Cedarburg at any site other than a licensed mobile home park. A recreational vehicle shall not be considered a mobile home for the purpose of this section.

A. 
No person, firm, partnership, or corporation may occupy a trailer as a residence or as a place to live, eat, or sleep permanently in the Town of Cedarburg except as provided in Subsection B. "Permanent" or "permanently" is hereby defined as an aggregate period of 60 days or more within one calendar year.
B. 
The Town Board may permit the temporary residence of a trailer on an A-1 or A-2 zoned parcel with farm animals requiring care while the farm dwelling is being repaired, reconstructed or replaced. Under this circumstance, a permit for the temporary residence of a trailer may be extended by the Town Board for no more than 18 months, at which time the trailer shall be removed from the property prior to the Building Inspector issuing an occupancy permit for the dwelling.

C. 
There shall be a permit fee as set by the Town Board for each day that the trailer is to be parked on the property per Subsection B. The fee shall be paid to the Town Treasurer prior to the issuance of the permit and shall cover the entire period for which the permit is issued.
D. 
The foregoing provisions of this section shall exclude the present holders of trailer or mobile home occupancy permits.
E. 
The word "trailer" or "mobile home" as used herein shall mean that which is designated to be transported by any motor vehicle upon a public highway and designed, equipped and used for sleeping, eating and living quarters, or is intended to be so used.
