License required. No person shall own or keep any
dog more than five months of age without obtaining a license therefor
from the Village Clerk. Sections 174.05 to 174.15, Wis. Stats., shall
apply to licensing of dogs. The licensing year shall be January 1
to December 31.
Vaccination of dogs for rabies. No dog license be
issued or renewed unless the person seeking to obtain the license
shall exhibit a certificate from a veterinarian showing that the dog
in question has a current rabies vaccination. At the time of vaccination,
the veterinarian shall furnish to the owner of the dog a tag suitable
for attaching to the collar of the dog showing that the dog has been
vaccinated for rabies, together with the certificate number and year
of vaccination. No person shall keep any dog which does not carry
the tag required hereunder.
License fees. The license fee for neutered male dogs
and spayed female dogs shall be as listed on the fee schedule,[1] with a higher fee charged for unneutered male dogs and
unspayed female dogs. The higher fee shall be charged unless the owner
presents evidence to the Village Clerk that the animal has been neutered
or spayed. The fee for dogs which become five months of age after
July 1 of the licensing year shall be 1/2 of the regular fee. All
licenses shall expire December 31 of each year.
General. Licensed kennels shall be permitted subject to zoning restrictions as set forth in Chapter 325, Zoning. "Kennel" as used in this subsection means any establishment wherein dogs are kept for breeding, selling, or sporting purposes. No premises shall be allowed as kennels if any buildings or enclosed dog yards or portions thereof are located closer than 300 feet to the nearest adjacent residential lot line.
Kennel license applications. The application for a
kennel license shall state the name and address of the owner, the
location at which the proposed kennel is to be kept and the number
of dogs proposed to be kept. Any person who keeps or operates a kennel
may, in lieu of the individual license for each dog required by this
section, apply to the Village Clerk for a kennel license for the operation
of such kennel. For such kennel license the license fee is $35 for
the license year, plus $3 for each dog in excess of 12 kept on the
kennel premises.[2] The license year shall commence on January 1 and end on
December 31.
Issuance of kennel tags. Upon payment of the required
kennel license fee and presentation of evidence that all dogs over
five months of age are currently immunized against rabies, the Clerk
shall issue a number of tags equal to the number of dogs authorized
to be kept in the kennel. Tags shall be made in such form that they
readily may be distinguished from the individual license tags for
the same year. The owner or keeper of a kennel shall at all times,
except during dog show competition or when the dog is securely confined
indoors or in a fenced area, keep a kennel license tag attached to
the collar of each dog over five months old kept under a kennel license.
Such tags may be transferred from one dog to another within the kennel
whenever any dog is removed from the kennel. No dog bearing a kennel
tag shall be permitted to stray or to be taken anywhere outside the
limits of the kennel unless it is on a leash or temporarily for the
purpose, of breeding, trial, show, or training.
Any person who violates any provision or any rule or regulation of this article shall be subject to a penalty as provided in Chapter 1, General Provisions, § 1-19, of this Code.
