A. 
Compliance required. The design and installation of all plumbing systems, including sanitary and storm drainage, sanitary facilities, water supplies, stormwater and sewage disposal, in buildings and exterior from property line to building shall comply with the requirements of this chapter.
B. 
Plumbing Inspector to enforce. The Plumbing Inspector shall be responsible for the inspection of plumbing, water supply and drainage installations in conformity with the requirements of this chapter.
It is the purpose and intent of this chapter to establish minimum plumbing standards in terms of performance objectives, implemented by specific requirements, which will provide reasonable safeguards for sanitation to protect the public health against hazards of inadequate, defective or unsanitary plumbing installations.
All plumbing and drainage systems, both existing and new, and all parts thereof shall be maintained in a safe and sanitary condition. All devices or safeguards which are required by this chapter shall be maintained in good working order. The owner or his or her designated agent shall be responsible for the maintenance of plumbing systems.
A. 
No person shall perform any plumbing in the Village without holding a qualified license with the State of Wisconsin, except that repairs and stoppages as defined herein do not require license status.
B. 
No person shall allow the use of his, her or its name directly or indirectly for the purpose of making application to perform plumbing in the Village.
C. 
No application shall be approved unless the individual submitting the application is qualified as required by Chapter COMM 82, Wis. Adm. Code, except that an application may be approved for plumbing work to be done by the owner in a single-family residence which he or she occupies.

A. 
Any person desiring to do plumbing shall file a permit application with the Village before starting any work. The permit application shall be made on forms furnished by the Village Clerk. All permit applications shall be properly filled out and shall be signed by a person qualified as a licensed plumber registered with the State of Wisconsin Board of Health and Family Services. A permit application is not required when minor repairs are made to part of an existing plumbing system.
B. 
A person may start work prior to filing of the plumbing permit application provided that the person responsible for the work has received permission from the Plumbing Inspector. The applicant shall file the permit application with the correct inspection fee as soon as possible after work has started.
C. 
The person responsible for the work shall sign the permit application and give the name and address of the business, plumber's license number and telephone number in the spaces provided on the application form.

A. 
An inspection fee as provided in the current fee schedule as adopted by the Village Board and on file in the Village Clerk's office shall be submitted with the plumbing permit application and shall be made payable to the Village Treasurer. A fee as provided in the fee schedule shall be paid for plumbing fixtures and appliances to be installed as follows:
(1) 
All new fixtures and appliances listed on the permit application form furnished to the applicant are subject to an inspection fee. Replacement of water heaters and softeners is subject to permit application and inspection fee.
(2) 
All plugged or capped openings left for future installation of fixtures are subject to the regular fee.
(3) 
When any change is made in the water, soil, waste or vent piping which necessitates the resetting of any plumbing fixture or appliance, each fixture so affected is subject to the regular fee.
(4) 
Repairing or replacing building sewer, building drain, soil, waste or vent pipes within an existing building is subject to the regular or minimum inspection fee as provided in the fee schedule, and a plumbing permit must be applied for in the manner prescribed above.
(5) 
When one or more plumbing fixtures or appliances not listed in the original application are added, each fixture or appliance so added shall be subject to a fee as provided in the fee schedule.
(6) 
A single fixture is any plumbing fixture or appliance that may include a laundry tray, two-bowl sink, kitchen sink with dishwasher combined, soda water fountain or similar fixtures constructed as a combined fixture.
B. 
An additional fee shall be paid for any plumbing work performed without having made application to the Plumbing Inspector prior to doing the work. An additional fee as provided in the current fee schedule as adopted by the Village Board and on file in the Village Clerk's office shall be charged for each fixture or appliance so installed. The maximum additional fee shall be as set forth in the fee schedule.
C. 
The inspection fee for building sanitary sewers and building storm sewers shall be as provided in the current fee schedule as adopted by the Village Board and on file in the Village Clerk's office. The inspection fee for each water service shall be as set forth in the fee schedule. If conditions are such that the plumber cannot leave the trench open for inspection or that extensive work is being done, the Village may assign an inspector to inspect the installation, and the contractor shall pay the Village Treasurer for such inspection service at the prevailing hourly rate of a journeyman plumber.
D. 
There is a flat fee for single-family dwellings and a flat fee for two-family dwellings as provided in the current fee schedule as adopted by the Village Board and on file in the Village Clerk's office.
A. 
All plumbing work within a building and exterior plumbing installations on private property within the Village boundaries shall be inspected and shall conform to this chapter, except work done on buildings and property owned by federal, state and County governmental agencies.
B. 
The plumber or his or her agent shall notify the Plumbing Inspector when work done is ready for inspection and shall specify, when possible, the street address and permit application number under which the work is being done. Unless otherwise authorized by the Plumbing Inspector, all plumbing work, such as water supply piping, building sewers or drains, shall be left uncovered until inspected and the work is approved. The plumber in charge shall make such arrangements as will enable the Plumbing Inspector to reach all parts of a building and shall provide the equipment and labor for making such tests under the supervision of the Plumbing Inspector. The plumber shall notify the Plumbing Inspector when he or she is completed and the Plumbing Inspector shall make a final inspection. See Section COMM 82.21, Inspection and Tests, Wis. Adm. Code.

C. 
The Plumbing Inspector shall have permission at any reasonable time and for proper purpose to enter upon any public or private premises to inspect such work performed or existing as provided by this chapter.
D. 
All public sewers on public property shall be under the supervision of the Village Engineer, and no opening into or connection with a sewer service shall be made except under his direction and supervision.
E. 
No person shall open any street, alley or other public place for the purpose of connecting to a public sewer without obtaining a permit from the Village Engineer.
F. 
Excavation in streets is prohibited without a permit and approval by the Village Engineer.
G. 
The Village Engineer shall maintain records locating sewer mains and connections thereto.

For purposes of this chapter, the following terms shall have the meanings indicated herein or as defined in Chapter COMM 82, Wis. Adm. Code. No attempt is made herein to define ordinary words which are used in accordance with their established dictionary meanings except where it is necessary to define their meanings as used in this chapter to avoid misunderstanding.

PLACE OF EMPLOYMENT
Every place, whether indoors, outdoors or underground, and the premises appurtenant thereto, whether temporarily or permanently an industry, trade or business is carried on, or where any process or operation, directly or indirectly related to any industry, trade or business is carried on, and where any person is directly or indirectly employed by another for direct or indirect gain or profit, but shall not include any place where persons are employed in private domestic service or agricultural pursuits which do not involve the use of mechanical power.

PRIVATE SEWER
That part of the sewerage system, including structures, conduits, pipelines, septic tank and effluent absorption area, located on the same property as the building served. It does not preclude that portion that may be connected to the public sewer system.
SANITARY PLUMBING
Plumbing so designed and installed that it can be kept clean if free from defects in construction and which conforms in every respect to the provisions of this chapter and does not create a health hazard.
A. 
Turning on water service. No person shall cause the water supply to be turned on to serve a lot unless all plumbing work has been approved and service has been authorized by the Village Utility.
(1) 
Minimum size of storm and water drains. The storm building sewer shall be of adequate size to drain the area or connection tributary. No such drain shall be less than four-inch inside diameter.
(2) 
Protection of traffic. Every licensed master plumber shall enclose any opening which he or she may make with sufficient barriers, shall maintain sufficient lamps and shall light the same at night and shall take all other necessary precautions to guard the public against all accidents from the beginning to the end of the work and shall lay drains on condition that he or she is to be liable for all damages that may result by reason of his or her neglect or the neglect of his or her agents in creating a hazard.
(3) 
Shoring of trenches. Whenever there is danger of caving, the sides of the trenches must be supported with adequate sheeting and braces.
B. 
Catch basins and separators.
(1) 
No person shall discharge sewage into the sewer main unless an interceptor or separator has been installed to move oil, grease, sand and other substances harmful or hazardous to the building drainage system, public sewer or sewage treatment plant or process.
(2) 
The size, type and location of each interceptor and of each separator shall be approved by the Plumbing Inspector, and no wastes other than those requiring treatment or separation shall be discharged into any interceptor or separator.
(3) 
No person shall deposit or permit to be deposited in any sewer or drain, or in any sewer or drain connecting with such public sewer or drain, any garbage, gas, tar, grease, rags or any other substance likely to cause any obstruction, nuisance or explosion therein, or do any act which may cause injury thereto. Any person who shall violate any provision of this subsection shall, in addition to the penalty hereinafter provided, be liable at the suit of the Village for the cost of removing such obstruction and of repairing any injury resulting therefrom. Nothing contained in this subsection shall prohibit the installation and operation of a garbage disposal or any similar device used for grinding and pulverizing kitchen garbage and refuse and the disposal of the remnants thereof in the Village sanitary sewer system, provided such installation is approved by the Plumbing Inspector.
(4) 
Grease interceptors. All grease interceptors shall be approved by the Plumbing Inspector as to type and capacity. The Plumbing Inspector shall accept rating and testing procedures set in the standards of the Plumbing Drainage Institute.
(5) 
Interceptors in laundries. Commercial laundries shall have interceptors equipped with a wire basket, removable for cleaning, to prevent string, rags, buttons and other solid materials from entering the drainage system.
(6) 
Catch basins in garages and service stations. In garages and service stations where automobiles are serviced and washed, the catch basins shall have a minimum capacity of 64 cubic feet. The depth shall be not less than three feet below the invert. The outlet opening shall provide a water seal.
(7) 
Manholes and sampling facilities. A manhole or sampling chamber shall be installed in all sanitary sewer lines from factories, dairies, foundries, garages, service stations, cleaning and dyeing plants, plating and metal finishing plants and industries, food processing plants, restaurants, hotels, bakeries and hospitals. The access openings shall be for the purpose of taking or collecting sewage or waste samples to determine the character of the sewage contributed. (See Section COMM 82.34, Wis. Adm. Code, for permit requirements and requirements for installation of manholes and sampling facilities as part of a storm sewer connection.)

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to a penalty as provided in Chapter 1, General Provisions, § 1-19 of this Code.
