The control and supervision of animal problems in the county shall be the primary responsibility of the municipality (town, village or city) in which they occur.
Whenever a municipality is unable to resolve an animal problem arising in its jurisdiction, then the County Sheriff can be summoned for assistance, and the county becomes secondarily responsible for the solution to such animal problem only when the Sheriff becomes involved in resolving such problem or when the Sheriff recommends the use of the area animal center.
Whenever the county becomes secondarily responsible for the solution of an animal problem as set forth in § 101-2, the procedures set forth in §§ 101-4 through 101-8 are to be used.
The area animal center will, when requested by the Sheriff, act on animal complaints as animal warden and animal pound for the county.
All animals ordered picked up by the Sheriff and held, either as rabies suspects or for any other reason, shall be charged at a rate of $2 per day for seven days or for as long as the Sheriff may request.
A. 
If the dog is claimed by his owner and a release is certified by the Sheriff, the owner will be charged a ten-dollar capture fee and the accumulated daily rate as long as the dog has been impounded.
B. 
This money will be collected by the area animal center and forwarded to the County Clerk with a report of the dispensation of the animal.
C. 
If the animal is not claimed in seven days or as long as the Sheriff may have requested, the animal's ownership transfers to the area animal center.
D. 
Mileage will be charged at a rate of $0.10 per mile when the Sheriff requests the services of the area animal center and travel is required.
E. 
An hourly rate of $5 per hour will be charged when the Sheriff requests the services of the area animal center and travel is required.
F. 
If necessary, there will be no charge to the county for euthanasia and burial.
All costs incurred by the county shall be billed back to the point of the animal problem: township, village or city.
If dogs captured by the Sheriff are unlicensed, they must be licensed before they can be redeemed by their owner.
Any agreement between the county and any facilities used for impounding or capturing of animals shall be subject to termination by either party with a thirty-day notice.
A. 
The owner's claim for damages to animals and report of investigation by supervisors, board or committee shall be filled out with all information filled in and signed and executed according to the provisions of Chapter 174, Wis. Stats., if these claims are to be accepted.
B. 
Authority. This section is created pursuant to that authority provided under § 174.11, Wis. Stats.

C. 
Limitation on claims for damages by dogs to domestic animals. The maximum amount that may be allowed for a claim for damages by dogs to domestic animals, including loss of fair market value, injury or death, under § 174.11, Wis. Stats., shall be limited to $1,000 per claim.
