As used in this article, the following terms shall have the meaning indicated:
SNOWMOBILE
Any engine-driven vehicle of any type which utilizes sled-type runners or skis or an endless belt tread or any combination of these or other similar means of contact with the surface upon which it is operated.

A. 
No person shall travel upon any county-designated snowmobile trail by any means other than a snowmobile during the time of year that such trail is in use as a snowmobile trail.
B. 
A landowner, or any persons authorized by the landowner, is exempted from this section with respect to those portions of the trail on said landowner's property.
C. 
No person shall operate a snowmobile or unauthorized vehicle on any portion of the county snowmobile trail system prior to the official announcement of the opening of the trail system or after the official announcement of the closing of the trail system. Official announcement will be provided only through the office of the County Park Superintendent.
D. 
No person shall operate a snowmobile or unauthorized vehicle on any portion of ground that deviates from the designated marked trail surface.
E. 
None of the above prohibitions shall apply to employees or duly authorized agents of the county whose actions are in performance of their official capacity as it relates to the operation, maintenance and safety of the snowmobile trail system.
Any person who violates any provision of this article shall, upon conviction thereof, forfeit no more than $50 together with the costs of the prosecution and, in default of payment of that sum, shall be imprisoned in the county jail until said forfeiture and costs are paid, but not exceeding 30 days.
The County Snowmobile Recreation Plan developed by the County Snowmobile Council in cooperation with the Parks Committee is adopted and financial aids are requested for the development of a public trail system as specified in the plan.
The county will develop and maintain trails and facilities with the use of snowmobile aid moneys, and, to that end, county crews may be hired to work on projects.
The county will provide the funds on an annual basis necessary for this program, subject to reimbursement from the Department of Natural Resources through the Snowmobile Aids Program.
