The Electrical Inspector shall be appointed
by the Village President, subject to confirmation of the Village Board.
Until such time as a full-time Electrical Inspector is appointed,
the Village Board may designate some other officer or employee of
the Village to act in such capacity, in addition to his other duties,
or the Village Board may employ a part-time electrician possessing
the necessary experience and qualifications.

The Electrical Inspector shall be a competent
electrician, shall have at least six years’ experience as a
journeyman in the practice of his or her trade or four years’
training in a recognized college of electrical engineering, shall
be well versed in approved methods of electrical construction for
safety to life and property, the state statutes relating to electrical
work, the rules and regulations issued by the Wisconsin Department
of Safety and Professional Services, the National Electrical Code
of the National Fire Protection Association, and the Wisconsin Uniform
Dwelling Code, and shall be of good moral character.
A.Â
The Electrical Inspector shall issue all permits pertaining
to electrical work and see that all electrical light, power and heating
installations and all other electrical apparatus connected with the
same are in strict conformity with the provisions of this chapter,
the state statutes, the rules and regulations issued by the Wisconsin
Department of Safety and Professional Services and Wisconsin Uniform
Dwelling Code, and are also in conformity with the latest and most
approved methods of construction for safety to life and property.
The regulations set forth in the National Electrical Code of the National
Fire Protection Association shall be prima facie evidence of such
latest and most approved methods. The Electrical Inspector shall see
that all of the above-referenced rules, regulations, state statutes
and Village ordinances are enforced.

B.Â
The Electrical Inspector shall make a thorough examination,
upon request or complaint or upon the change of use of commercial
or industrial zoned property, of all electrical wires and appliances
installed within the Village, and when such wires or appliances are
found to be in a dangerous or unsafe condition, he shall notify the
person owning, using, operating or installing the same to place them
in a safe condition. Any person failing or refusing to make the necessary
repairs or changes and have such work completed within 15 days or
any longer period which may be deemed reasonable by the Electrical
Inspector after the receipt of such notice shall be subject to the
penalties hereinafter imposed, and the Electrical Inspector may order
the discontinuance of electrical service to such defective wires or
appliances until they have been repaired, removed or changed as directed
by the Electrical Inspector, subject to the limitations of this chapter.
C.Â
The Electrical Inspector may during reasonable hours
enter any public or private building in the discharge of his official
duties or for the purpose of making any inspection or test of the
electrical wires and appliances contained therein and may turn off
all electrical currents and cut or disconnect in cases of emergency
any wire where such electrical currents are dangerous to life or property
or may interfere with the work of the Fire Department.
The Electrical Inspector shall keep adequate
and complete records of all permits issued, inspections made and other
official work performed under the provisions of this chapter and shall
make a complete annual report to the Village Board covering all of
his activities.
