Hellam Township shall join with Hallam Borough in accordance with the Pennsylvania Intergovernmental Cooperation Act of July 12, 1972, No. 180 (53 P.S. § 481 et seq.) in an agreement to provide for mutual police protection within the municipal limits of each municipality, which agreement is approved and adopted by reference with the same effect as if it had been set forth verbatim in this section and a copy of which shall be filed with the minutes of the meeting at which this article is adopted.
The Chairman or Vice Chairman of the Board of Supervisors and the Secretary of the Board of Supervisors are hereby authorized and directed to execute said agreement in duplicate on behalf of Hellam Township and under its Township seal, and to take such other action as may be necessary to carry out the purposes of this article in connection with the implementation of said agreement.
As required by the Intergovernmental Cooperation Act, the following matters are specifically found and determined:
A. 
The conditions of the agreement are as set forth in the proposed copy of said agreement referred to in § 41-4, above;
B. 
The initial term of the agreement is for a period of three years, beginning January 1, 1988, and contains a provision for automatic renewal. Either party may terminate its participation in the agreement upon 30 days prior written notice delivered to the other party;
C. 
The purpose and objectives of the agreement are to provide broader and more comprehensive police protection and law enforcement services on a more economical basis within the municipal limits of both municipalities by the extension of the services provided by Hellam Township's police force into the area within the municipal limits of both municipalities;
D. 
Hellam Township shall maintain its existing police force and pay all costs incident thereto, and no additional financing is required as a result of the agreement;
E. 
The Chairman of the Board of Supervisors of Hellam Township and the Mayor of Hallam Borough are responsible for implementing and maintaining the organizational structure necessary to implement the agreement;
F. 
The agreement contemplates that each municipality shall continue to be the owner of any real and personal property presently utilized by it and no new real or personal property is to be acquired, managed or disposed of under the agreement.
