The Development Review Committee (DRC) is empowered
to act on behalf of its respective departments on development-related
applications, including master plans, subdivisions, major infrastructure
improvements and significant zoning cases brought by private applicants
as well as by the County.
The purposes of the DRC are:
A. To identify and address major issues that may affect
a proposal, and to provide general oversight of the review of development-related
proposals.
B. To resolve conflicting comments, recommendations and
design differences between reviewing departments and applicants regarding
issues that have been appealed from a reviewing department.
C. To make recommendations to the Planning and Zoning
Commission and to the Extraterritorial Zoning Development Review Committee
(EDRC) on behalf of the County for approval, conditional approval,
denial or postponement of development-related applications, specifically
including issues related to roadways, drainage and utilities.
The DRC shall establish a regular meeting schedule
and hold additional meetings, as necessary, to review applications,
potential submittals or other development-related issues that may
require DRC review. The Planning Department shall coordinate the agenda
for DRC meetings. Record of the meetings will be in the form of staff
review comments.
The DRC shall make recommendations concerning
development-related issues. Those recommendations will be forwarded,
if applicable, to the appropriate body.
A. Within the extraterritorial zoning (ETZ), the engineering
DRC decisions will be in the form of recommendations to the EDRC.
B. The DRC has authority to recommend "equal to" or "better
than" for engineering requirements and to recommend waivers and/or
variances.
C. Recommendations made by the County DRC shall be based
upon the decisional criteria within the existing standards, specifications
and requirements currently in effect.
D. The DRC will provide an annual report to the County
Manager.
