[Adopted 1-11-2005 by Res. No. 2005-04]
The Board of Commissioners of Doña Ana County hereby establishes the Doña Ana County Health and Human Services Alliance that will be responsible to:
A. 
Serve as the primary advisory body to the Department of Health and Human Services and support the improvement of health and human services status for all populations in Doña Ana County.
B. 
Work to synchronize efforts among the existing public health and health care systems through community advocacy, education and resource development.
C. 
Support the Department's role in meeting its local government responsibilities directed toward the improvement of the core public health functions of assessment, policy development and assurance in the provision of health and human services.
D. 
Support the development and sustainability of a fundamental departmental and community framework that encourages the improvement of public health and health care systems in the County.
E. 
Complement the Department's and other stakeholder's strategies in meeting related County, state and national health priorities such as Healthy People 2020, the New Mexico Comprehensive Strategic Health Plan and Healthy Gente/Healthy Border 2020.

F. 
Adopt appropriate operating guidelines that will define membership in the Alliance, establish roles and responsibilities of its leadership and membership, define mechanisms for general community input, provide rules and procedures for the conduct of its business and meetings, and all other elements essential for guiding the work of the Alliance.
G. 
Ensure that membership includes representation of key public, private, voluntary and not-for-profit stakeholders and community-based representation that ensures fairness and geographic and demographic balance.
H. 
Coordinate the efforts of the Health Council, DWI Planning Council, and the Maternal Child Health Council that are devoted to addressing health and human service needs.

Support the Department in its mission to improve the quality of life of the residents of Doña Ana County by identifying and addressing unmet health and human services needs.
