applicable.]
This chapter shall be known as the "City of
College Park Federal Community Development block Grant (CDBG) Program."
Every unpaid loan or grant under the CDBG program
subsidized, in whole or in part, by the City or guaranteed to the
lender by the City shall constitute a lien on any real property of
the borrower in the city. Any default on a loan repayment for which
the City becomes liable as a guarantor shall be collected in the same
manner as City taxes or by suit at law.

The City is authorized to establish a program
for low-interest loans for the rehabilitation and/or renovation of
business facades.
