There is hereby established an organization
known as the "Franklin Township Ambulance Corps," hereinafter referred
to as "the corps." The administration of ambulance and first-aid service
is a vital function and responsibility of municipal government and,
accordingly, no other first-aid, ambulance or other paramedical emergency
service organization shall continue to be organized, or hereafter
be organized, in the Township of Franklin.
The functions of the corps shall be as follows:
A. To render emergency first-aid treatment where necessary
within the Township of Franklin and to transport such cases to area
hospitals.
B. To participate, when necessary, in area mutual aid
services, which function of the corps may be required outside the
limits of the Township of Franklin.
C. To provide transportation service, at the discretion
of the corps, where personnel and equipment are available.
The officers of the corps shall consist of a
President, Secretary, Treasurer and Captain.
A. President. The President shall have the responsibility
of officiating at all corps meetings; shall see that the proper records
are kept and maintained by the Treasurer and Secretary; shall see
that all reports, both monthly and annually, are submitted as required
by the Township Committee; and shall cooperate and work together with
the Captain to assure the smooth and efficient operation of the corps.
He shall also name all corps committees necessary for the efficient
operation of the corps.
B. Secretary. The Secretary shall have the responsibility
of keeping proper records of all corps activities and meetings as
well as corps correspondence, as directed by the President or Captain.
C. Treasurer. The Treasurer shall review all financial
records of the corps and deliver to the Treasurer of the Township
of Franklin all donations made to the corps for deposit into a trust
fund to be established by the Township. The purpose of the fund shall
be to defray operating expenses and capital expenses of the corps.
No withdrawals will be made from this fund without the submission
of a voucher to the Franklin Township Committee, signed by the designated
officers and approved by the Township Committee. No other ambulance
fund or accounts shall be maintained without the consent of the Township
Committee. Nothing in this section shall prohibit the Township Committee
from paying the expenses of the corps in accordance with the Township
budget, upon submission of a proper voucher.

D. Captain and Lieutenants.

(1) The Captain shall have the responsibility to obtain
and train volunteer personnel, equip and maintain the ambulance, see
to the proper scheduling of personnel by a duty roster and be responsible
for the operation of the ambulance and related equipment in accordance
with regulations of the State of New Jersey and the Township of Franklin.
In carrying out such duties he shall be responsible for reports or
shall supervise the preparation of reports and maintain a filing system
for the same. In addition to the Captain, there shall be a Deputy
Captain who shall be the first ranking officer in the absence of the
Captain and the second ranking officer when the Captain is present.
(2) In addition to the Captain and Deputy Captain, there
shall be four Lieutenants: one from Star Cross, one from Franklinville,
one from Forrest Grove and one from Malaga. Each of the Lieutenants
shall be elected by the corps membership for a term of one year. They
may succeed themselves in office if so elected. The four Lieutenants,
collectively, shall be responsible for maintenance of the ambulance,
maintenance of first-aid supplies and direction of training.

The President, Captain, Lieutenants, Secretary
and Treasurer, together with a member of the Township Committee appointed
by the Mayor and two elected members of the corps, shall serve as
Directors of the corps. It shall be their duty to determine the departmental
policy, rules and regulations and operating procedures. It shall also
be their duty to present their recommendations of disciplinary action
to the Township Committee.
All members and officers of the corps shall
be subject at all times to departmental policy, rules and regulations
and operating procedures established by the Board of Directors. All
recommendations for suspensions and dismissals must be forwarded to
the Township Committee prior to its next regularly scheduled meeting
for review by the said Township Committee.

The fees as listed on Schedule A attached hereto
and made a part hereof shall be charged to all persons utilizing the
Franklin Township Ambulance Service.
