A. 
Every person who shall come into the Township of Franklin, in the County of Gloucester, from any point outside of said township, whether in transit through said township or otherwise, and who shall have been convicted in any federal court, or the court of any state within 10 years prior to his entrance into this township, of the crime of counterfeiting, theft, larceny, embezzlement, forgery, obtaining money by false pretenses, obtaining property by false pretenses, burglary, felonious assault, robbery, arson, murder, kidnapping, extortion, violation of any law prohibiting the carrying of deadly weapons, taking or enticing any person for the purpose of obtaining ransom or violation of any provision of any national or state law relating to the maintenance of a disorderly house, bigamy, assignation or any other sex crime, the possession, sale or transportation of any narcotic, bookmaking, pool selling, keeping a gambling resort, or advertise, engage in or maintain a lottery, shall report to the New Jersey State Police at substation located in Franklin Township, in the County of Gloucester, upon his arrival within the boundaries of said township, and shall furnish to such State Police, in a written statement signed by such person, the true name of such person and each other name or alias by which such person is or has been known, a full and complete description of himself, the place of his birth and present residence, the name or designation of the crime or crimes hereinabove in this section enumerated of which he shall have been convicted, together with the name of the place where each such crime or crimes was or were committed, the name under which he was convicted and the date of the conviction thereof, the name, if any, and the location of each prison, reformatory or other penal institution in which he shall have been confined as punishment therefor, together with the location or address of his residence, stopping place or living quarters when so convicted and each one thereof, if any, and/or the address or location of his intended residence, stopping place or living quarters in this township, and each one thereof, with a description of the character of each such place, whether a hotel, apartment house, dwelling house, or otherwise, giving the street number thereof, if any, or such description of the address or location thereof as will so identify the same as to make it possible of location, and the length of time during which he expects or intends to reside within the territorial boundaries of the township.
B. 
At the time of furnishing such information, said person shall be photographed and fingerprinted by said State Police, and said photograph and fingerprints shall be made a part of the permanent record of the Police Department of this township.
Every person residing within the Township of Franklin, in the County of Gloucester and State of New Jersey, at the time this chapter becomes effective, who has been convicted within 10 years prior to the effective date of this chapter, in any such court, of any crime in § 194-1 hereof enumerated, shall within 24 hours from and after the effective date hereof, furnish to State Police in a written statement signed by such person, all the information required to be furnished under the provisions of said § 194-1 hereof, together with the photographs and fingerprints hereinbefore provided for.
In the event that any person specified in § 194-1 or 194-2 hereof shall change any such place of residence, stopping place or living quarters to any new and different place or places within said township other than any place last shown in such report to said State Police, he shall, upon the making of such change, notify said State Police in a written and signed statement of such change of address, and shall furnish in such written statement to said State Police his new address and each one thereof.
Said State Police shall cause to be made a permanent record of all information, photographs and fingerprints required by the provisions of this chapter to be furnished to or by him, and to forthwith furnish a copy of said records, photographs and fingerprints to the Prosecutor of Gloucester County. Said records, photographs and fingerprints shall at all reasonable times be open to the inspection of any peace officer having jurisdiction within the territorial boundaries of said Township of Franklin.
It shall be unlawful for any person required by any provision of this chapter to furnish a report, to furnish in such report any false of fictitious address or any address other than a true address or intended address, or to furnish, in making any such report, any false, untrue or misleading information or statement relating to any information required by any provision of this chapter to be made or furnished.
It shall be unlawful for any person, who may be required by any provision of this chapter to furnish a report or information to fail, neglect, or refuse to make such report or to furnish such information, photographs or fingerprints, or to fail, neglect or refuse to render or furnish the same at the time hereinbefore prescribed, or to fail, neglect or refuse to furnish to said State Police, at such time, any information, photographs or fingerprints required to be furnished by any provision of this chapter, or to furnish any false, untrue or misleading information or statement relating to any information required by any provision of this chapter to be made or furnished.
Nothing in this chapter shall be deemed or construed to apply to any person who has or who shall have received a full pardon for each such crime whereof he shall have been convicted.
Every person so registered shall be given a card of identification by the State Police, to which shall be annexed a copy of said person's photograph. There shall also be written on such card his registry number, the date thereof, and the date or length of his proposed stay in this township, and such other date as the State Police may deem necessary. Every such person so registered shall carry with him such card of identification and any failure to have or present the same when requested by any police officer shall be deemed a violation of this chapter.
As used in this chapter, the terms "himself" or "him" shall be construed to refer to the feminine gender also.
Each and every violator of any of the provisions of this chapter shall, upon his conviction hereof, forfeit and pay a fine or penalty not exceeding $200, or be imprisoned in the county jail for a term not exceeding 90 days, or both; and each day during which such violation shall be continued shall be deemed and taken to be a separate and distinct offense under this chapter; and the Judge or other proper officer having jurisdiction before whom such violator shall be convicted may impose such fine or penalty or such term of imprisonment, or both, as he may see fit, not exceeding the maximum herein fixed.
