The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park any vehicle upon any street or parts of streets in close proximity to any driveway so as to impair the free and safe access to said driveway.
No person shall park any vehicle in any intersection of any street or parts of streets or upon any street or parts of streets within 20 feet of any intersection.
No person shall park any vehicle upon any street or parts of streets in such a manner that said vehicle is not completely in a designated parking area and is parked parallel to another vehicle in a position commonly referred to as "double parking."
No person shall park any vehicle in any portion of the area located between the sidewalk and curb adjacent to any street or parts of streets, or in the absence of sidewalk and/or curb, in the area adjacent to any street or parts of streets owned by the City of Corning and its rights-of-way.
No person shall park any vehicle upon any street or parts of streets unless said vehicle is parked with the right side of the vehicle closest to the curb. This section shall not apply to vehicles parking on streets designated as one-way when parking is permitted on the left side of the street. In such case said vehicle shall be parked with the left side of the vehicle closest to the curb. In such case where no curb exists, said vehicle shall be parked with its outermost wheels at the outermost edge of the existing pavement.
No person shall park any vehicle upon any street or parts of streets on any portion of or within five feet of a crosswalk.
No person shall park any vehicle upon any street or parts of streets, parking lot or parking area within any portion of a fire lane as described in Schedule XXIX (§ 224-102), attached to and made a part of this chapter.
No person shall park any vehicle upon any street or parts of streets or any City-of-Corning-controlled parking lot or parking area for a period of more than 24 consecutive hours.
No person shall park any vehicle upon any street or parts of streets within 15 feet of a fire hydrant.
No person shall park any vehicle upon any street or parts of streets, parking lot of parking area in any area not designated as an area for parking or specifically prohibiting parking therein.
A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XV (§ 224-89), attached to and made a part of this chapter.
B. 
No person shall park a vehicle or trailer at any time, whether occupied or not, upon any alley or lane located within the City of Corning, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 224-90), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XVII (§ 224-91), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVIII (§ 224-92) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XIX (§ 224-93) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XX (§ 224-94) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XXI (§ 224-95) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XXII (§ 224-96), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXIII (§ 224-97), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXIV (§ 224-98), attached to and made a part of this chapter, are hereby designated as taxi stands. Only vehicles displaying a valid City of Corning taxi license are authorized to occupy spaces designated as taxi stands.
The locations described in Schedule XXV (§ 224-99), attached to and made a part of this chapter, are hereby designated as bus stops. Only vehicles registered as a bus and used in the regular transportation of passengers shall be permitted to stop, stand or park in bus stop zones.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XXVI (§ 224-100), attached to and made a part of this chapter, except as specifically provided for such zone.
A. 
The parking of omnibuses, trailer cabs, motor vehicles commonly known as auto carriers, school buses, tractors and tractor-trailer combinations upon any public street or highway in a residential area, as defined by the Zoning Ordinance of the City of Corning, is hereby forbidden unless actively engaged in the transportation of persons, goods, wares and merchandise.
B. 
No person shall detach any trailer, semitrailer or house coach from its towing vehicle and permit the same to remain standing in any public place or street.
C. 
Proof of parking on public streets of motor vehicle, or trailers, semitrailers or house coaches, contrary to the provisions in this section, shall be presumptive evidence that the person in whose name such vehicle is registered is a person so parking such vehicle contrary to the provisions in this section.
A. 
It shall be unlawful for any person to park any vehicle or allow the same to remain parked in violation of the alternate side-of-street parking regulations as established in Schedule XXVIII (§ 224-102), attached to and made part of this chapter.
B. 
Said alternate side-of-street parking provisions are not to apply on specified portions of streets within the City when the Director of Public Safety deems it necessary that different provisions are to be applied, and any variances are to be properly posted.
C. 
This traffic regulation specifically shall not apply to:
(1) 
Areas reserved for public safety;
(2) 
All areas of the City defined and set out in Schedule XXVII, Zone Parking (§ 224-101).
D. 
The Police Department is hereby authorized to remove or cause to be removed any vehicle found to be in violation of this section, and when any such vehicle is so removed it shall be transported to a suitable storage place; a record to be kept by the Police Department shall be made of the license number of the vehicle together with its general description, the location from which it was removed and the location at which the vehicle is stored. The owner shall be notified that the vehicle has been removed and where it is located. The cost of the removal of such vehicle shall be levied against its owner who shall pay such cost forthwith.
