Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

A. 
All persons hereafter charged with the violation of any ordinance of Hellam Township relating to illegal parking of motor vehicles or any violation of any section contained in the Motor Vehicle Code of the Commonwealth of Pennsylvania, relating to illegal parking, shall be notified of such violation by placing an envelope on the motor vehicle illegally parked or operated; which envelope shall indicate the violation, the fine prescribed by this article, or the fine subscribed by the Motor Vehicle Code, and notice that said fine may be paid without a hearing or the imposition of costs if returned to the Hellam Township offices within 48 hours, together with the amount of the fine.
B. 
The following conduct shall constitute a violation under this article and the Township prescribes the following fines for each of the said violations:
(1) 
Parked in a prohibited area: $15.
(2) 
Parked the wrong way: $15.
(3) 
Parked more than 12 inches from curb: $15.
(4) 
Blocking driveway: $15.
(5) 
Double parking: $15.
(6) 
Parked in loading zone: $15.
(7) 
Parked within 15 feet of fire plug: $15.
(8) 
Snow removal violation: $15.
(9) 
Parking during snow emergency: $15.
(10) 
Parked in handicap space: $50.
(11) 
Parking illegally during street cleaning: $15.
(12) 
No parking dust to dawn: $15.
(13) 
Other improper parking: $15.
C. 
Anyone charged with any violation as prescribed in Subsection A failing to return said envelope and pay the fine imposed by ordinance or by the Motor Vehicle Code within 48 hours, for the violation charged, shall be notified by first class mail of such failure. Upon the expiration of 10 days from the date of such notice, the Township or its agent shall immediately commence a civil action with a Magisterial District Judge for the amount of the fine and costs. Upon the rendering of a civil judgment by a Magisterial District Judge, a violator of this article shall be liable for the fines and costs as prescribed herein.
