A. 
No building permit shall be issued for the development of any parcel or lot contained in any subdivision which has been created subsequent to the effective date of this chapter unless the lot or parcel has been created pursuant to this chapter.
B. 
Approval of a site plan application by resolution of the Planning Board shall be required prior to the issuance of a construction permit for any development, except for individual lot applications for detached one or two dwelling unit buildings and those applications for development exempt from such site plan requirements pursuant to Article III, Preliminary Site Plan or Preliminary Plat of a Major Subdivision, provided that a resolution of the Zoning Board of Adjustment shall substitute for that of the Planning Board whenever the Board of Adjustment has jurisdiction over such site plan in conjunction with its review of a variance pursuant to N.J.S.A. 40:55D-70(d).
