Approval of a site plan application by resolution of the Planning Board shall be required prior to the issuance of a construction permit for any development, except for individual lot applications for detached one or two dwelling unit buildings and those applications for development exempt from such site plan requirements pursuant to Article
III, Preliminary Site Plan or Preliminary Plat of a Major Subdivision, provided that a resolution of the Zoning Board of Adjustment shall substitute for that of the Planning Board whenever the Board of Adjustment has jurisdiction over such site plan in conjunction with its review of a variance pursuant to N.J.S.A. 40:55D-70(d).
