No person shall detain or fail to return any
book or article borrowed from the free public library of the Borough
or any branch thereof contrary to the rules and regulations of the
library after 30 days have elapsed from the date of posting, by certified
mail, return receipt requested, of a notice demanding return thereof,
addressed to such person at the last address furnished to the library
or any branch thereof.
No person shall willfully or maliciously cut,
tear, deface, disfigure, damage or destroy any book or other article
or any part thereof which is owned by or is in the custody of the
Borough library or any branch thereof.
No person, with intent to defraud, shall register
or furnish a false name or address or use any card other than the
one issued to such person for the purpose of borrowing any book or
other article from the Borough library or branch thereof.

Any violation of this chapter shall be punishable
by a fine not exceeding $2,000, imprisonment for a term not exceeding
90 days, a period of community service not exceeding 90 days, or a
combination thereof.
