GENERAL REFERENCES
Housing Officer — See Ch. 17.
It is hereby declared by the Township Committee that there are existing in the Township certain conditions of housing as specified in the Revised Statutes of the State of New Jersey, Title 55, Chapter 14A. Section 2, and that the necessity in the public interest for the provisions hereinafter enacted is hereby declared as a matter of legislative determination.
There shall be and is hereby created a body corporate and politic in this Township, to be known as the "Housing Authority of the Township of Carneys Point." Such Authority shall constitute an agency and instrumentality of the Township, and the same hereby is created and established pursuant to N.J.S.A. 55:14A-I et seq.
A. 
The membership of the Authority shall consist of seven members, who shall be known as "Commissioners," and shall be appointed and hold office for the terms as hereinafter provided.
B. 
The Township Committee shall appoint five Commissioners of the Authority, and the Mayor shall appoint one Commissioner. The Commissioners first appointed shall be designated to serve for the following terms: one for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and two for terms of five years and until their respective successors are appointed and have qualified. After the initial appointments, Commissioners so appointed shall hold office for terms of five years and until their respective successors are appointed and have qualified, except that all vacancies shall be filled for the unexpired term. The Director of the Public Housing and Development Authority in the State Department of Conservation and Economic Development, as defined by statute, shall appoint one member thereof, upon receipt of notification of the creation of the Housing Authority, who shall hold office at the pleasure of the Director.
A. 
Each member appointed shall be entitled to vote as a member and shall be entitled to all other privileges of membership.
B. 
Four members shall constitute a quorum of the Authority for the purpose of conducting its business and exercising its powers and for all other purposes. Action may be taken by the Authority upon the affirmative vote of the majority, but not less than three, of the Commissioners present, unless, in any case, the bylaws of the Authority shall require a larger number.
A. 
Not more than one Commissioner may be an officer or employee of the Township. All Commissioners shall hold office until their successors have been appointed and qualified.
B. 
A Commissioner shall receive no compensation for his services, but he shall be entitled to the necessary expenses, including traveling expenses incurred in the discharge of his duties.
The Authority shall select a Chairman and Vice Chairman from among its Commissioners, and it may employ a Secretary (who shall be Executive Director), technical experts and such other employees as it may require and shall determine their qualifications, duties and compensation.
Any member may be removed from office by the appointing authority upon notice and hearing for inefficiency, neglect of duty or misconduct in office.
The Authority shall have public and essential governmental functions and the powers necessary or convenient to carry out and effectuate the purpose of its creation and, in addition, the powers specified in N.J.S.A. 55:14A-7.
In addition to the powers, duties and jurisdiction of the Authority as hereinbefore set forth, the Authority is hereby given all of the functions, powers and rights as set forth in N.J.S.A. 55:14A-1 to 55:19A-58, inclusive, and the amendments and supplements thereto, as the same may apply.
