It shall be unlawful for any resident of Carneys Point Township to operate or cause to be operated a bicycle upon any street or other public area within the limits of Carneys Point Township unless said bicycle is registered and marked as herein provided.
Registration shall be made by the owner within 90 days after the effective date of this chapter or within 90 days after acquisition by the owner by filing with the Police Department the name and address of the owner, together with a complete description, on forms provided by said Department. Such registration shall be valid as long as the person retains ownership of the bicycle. Each registration shall be serially numbered and kept on file in the Police Department as a public record. Upon such registration, said Department shall cause a permanent identification mark to be affixed to the registered bicycle in a place to be determined by said Department, and each identification mark shall be serially numbered to correspond with the registration number. At the time of registration, in order to secure same, the owner shall make a satisfactory showing that the bicycle is in a safe mechanical condition.
No person shall willfully deface or destroy any identification mark or registration certificate other than the Police Department in compliance herewith.
A. 
Within 10 days after any bicycle registered hereunder shall have changed ownership or shall have been dismantled or taken out of operation, the person in whose name the bicycle has been registered shall report such information to the Police Department. In case of change of ownership, the new owner shall cause the registration to be changed to show the name of the new owner.
B. 
In case of dismantling and taking out of operation, the registration shall be canceled.
A registration fee of $0.50 shall be paid for the initial registration of each bicycle under this chapter. Upon a change of ownership in each bicycle, reregistration by a new owner of the bicycle shall be without fee, except that should there be more than one reregistration of a bicycle, a fee of $0.50 shall be charged for every second reregistration thereof.

Any person who shall violate any section of this chapter shall forfeit and pay a fine of not more than $1,000 or be imprisoned in the County jail or in any place provided by the municipality for the detention of prisoners not to exceed 90 days, or both.
