It shall be unlawful for any person or persons
to place, dump, throw, or permit the depositing of any stone, sand,
mulch, aggregate, sticks, vegetation, glass, snow or ice, or any hard,
dangerous, or offensive substance upon; or cause the unnecessary obstruction
of any street, avenue, road, highway, sidewalk, or other public thoroughfare.
