All charges for offenses and neglect of duty
or insubordination while on duty at a fire that may be preferred against
any company officer or member of the Department shall be tried and
determined by the Board of Fire Officers, subject, however, to an
appeal from such decision to the Borough Council, whose decision shall
be final.
