The Department shall contain a division to be
known as the "Juvenile Bureau."

The Chief of Police, with the approval of the
Mayor and Council, shall assign to the Bureau such officers or patrolmen
as he may from time to time deem necessary and who shall be compensated
in accordance with the existing contractual provisions between P.B.A.
Local 80 and the Borough of Totowa and which is restricted to the
actual time that said officer serves in the Juvenile Bureau.
In addition to their obligations as members
of the Police Department, it shall be the responsibility of members
of this Bureau to promptly and efficiently handle all matters in which
juveniles participated or which affected juveniles; to make or cause
to be made a proper investigation of all matters assigned to the Bureau
and to promptly and confidentially record the same; to make preparation
for and to assist in prosecution of persons charged with juvenile
offenses or persons charged with contributing to the delinquency of
juveniles in the Borough of Totowa; to cooperate with law enforcement
departments of other governmental agencies as well as Probation Departments,
the Board of Education, Juvenile Conference Committees and Youth Guidance
Councils.
