The Personnel Ordinance of the Borough of Totowa is general in character, and the provisions of the same govern any and all employees and any departments of government, including the Police Department, where there is not now or there is not hereafter adopted a specific ordinance covering the same subject matter or where the same is not covered by contract. It is the intention of the Mayor and Council that the Personnel Ordinance continue to control and regulate the personnel of the Police Department, except where there is conflict between the provisions of the Personnel Ordinance and this Police Ordinance or where this Police Ordinance or any of its amendments or any contract specifically covers a particular employee or subject matter, in either of which events the Police Ordinance or contract shall be controlling.
