No officer or board in charge of a department of the Town may sell or
otherwise dispose of any property or material within the possession or control
of the department, except as provided by MGL c. 30B. Any such sale or disposal
shall be listed in the Annual Town Report as to property or material sold,
or disposed of, the name of the purchaser and the amount received, or pertinent
information if otherwise disposed of than by sale.
