No person, society or organization of any manner or nature shall assemble,
congregate or march in or through any of the streets or parks of the Village
of Cazenovia with or without banners, transparencies or other devices without
permission of the Mayor or Board of Trustees of the Village of Cazenovia.
No permission shall be granted for any assemblage or parade as aforestated
unless the permit application shall be completely filled out and granted to
an applicant in the form and manner annexed hereto and made a part hereof.
No applicant shall be granted a permit unless the applicant or representative
of the society or organization requesting the permit shall be 21 years of
age or older.
All permits granted shall be subject to the following regulations:
A. A permit must be obtained at least three days prior to
the date of use.
B. No parade or public assembly shall take place except
between the hours of 9:00 a.m. and 10:00 p.m.
C. The applicant shall carry a copy of this permit on his
person during the event and shall be designated the person available to police
officers for the transmission of messages and instructions to all persons
attending the event.
D. All persons attending the event shall obey the lawful
commands of police officers and shall at all times conduct themselves in a
lawful manner.
E. A parade shall proceed at a constant pace and shall not
be unnecessarily halted for any reason except on orders of the police.
F. All sections or groups in a procession shall remain in
as close proximity to each other as possible and are not allowed to perform
maneuvers out of the line of march.
G. The normal flow of traffic shall not be deterred except
in instances when police escorts or details provide this service.
A permit may be revoked at any time due to emergency conditions which
may arise before or during the course of the event for which the permit is
granted.
The Village Clerk of the Village of Cazenovia is hereby authorized to
issue parade and public assembly permits when the aforementioned application
is completely filled out in accordance with this chapter.
Any person who shall violate any of the provisions of this chapter shall,
upon conviction thereof, be punished by a fine of not more than $50 or by
imprisonment not to exceed 10 days, or by both such fine and imprisonment.
