It shall be lawful for any authorized organization, upon obtaining the required license therefor, to conduct games of chance within the Village of Cazenovia, subject to the provisions of this chapter, the provisions of Article 9-A of the General Municipal Law of the State of New York, as amended from time to time, the rules and regulations set forth by the New York State Racing and Wagering Board, and such rules and regulations as may be imposed by the Village Board of the Village of Cazenovia from time to time.
The terms "authorized organization" and "games of chance" shall have the meanings stated in § 186 of the General Municipal Law, as amended.
The unauthorized conduct of a game of chance shall constitute and be punishable as a misdemeanor.
Applications for licenses to conduct games of chance shall be made to the Village Clerk of the Village of Cazenovia, subject to the provisions of the General Municipal Law, and the rules and regulations of the New York State Racing and Wagering Board.
Games of chance may be conducted on Sundays if so provided in the license issued hereunder except on Easter Sunday, Christmas Day or New Year's Eve.
This chapter shall not become operative or effective until it shall have been properly filed and approved by a majority of the electors of the Village of Cazenovia voting on a proposition submitted at a general election to be held within said Village who are qualified to vote for officers of said Village.[1]
