It shall be unlawful to discharge, into any receiving waters within the Sewer District, either directly or indirectly, any sewage, industrial wastes or other polluted waters.
A. 
The person owning any property used for human occupancy, employment, recreation, commerce, industry or other public or private purpose, situated within the Sewer District, which abuts on any street or right-of-way in which, or adjacent to which, there is located a public sanitary sewer is hereby required, at his own cost and expense, to connect all sanitary sewage discharge, including but not limited to kitchens, showers and dry wells, from his property directly with the public sewer, provided that said public sewer is within 150 feet of the property line, and the building for which service shall be extended is not farther than 150 feet from the property line in accordance with this Part 1.
B. 
Real property subdivisions (two or more lots), whether approved or not by the Planning Board, after the effective date of this Part 1, shall provide such sewers and appurtenances as necessary to connect all subdivision lots to Town of Crawford Sewer District No. 1 lines at no expense to the Town of Crawford Sewer District No. 1.
C. 
Plans and specifications for these new sewers and appurtenances shall comply with Town of Crawford Sewer District No. 1 Contract No. 1 and shall be approved by the Administrator, the Department of Health and/or the New York State Department of Environmental Conservation and shall comply with all requirements for new sewers and appurtenances as described in this Part 1. The appurtenant parts of the sewer system and necessary easements shall be dedicated to the Town of Crawford Sewer District No. 1 at no expense to the Town of Crawford Sewer District No. 1 after acceptances and completion of all work.
Connections from existing structures to the public sewer shall be made within 90 days of the date of notice given by publication in the official newspaper of the Town of the completion of the sewage system within the Sewer District. The Town reserves the right to extend said period an additional period of time. New buildings constructed within the Sewer District after the completion of the sewage system shall be connected with the sewage system before the use or occupancy thereof.
It shall be illegal for any property owner to connect his building to the collection system without the prior approval of the Administrator. If there is any unauthorized taking of sewer service without the approval of the Administrator, then such individual shall be subject to the penalties and fine as hereinafter provided.
