This chapter shall be known and may be cited as the “Dickinson Township Parks and Recreation Board Ordinance.”
The Board of Supervisors finds that the establishment of a Parks and Recreation Board is highly desirable to promote the health, safety and welfare of its residents and the general public. The Board furthers finds that the assistance and counsel of a Parks and Recreation Board would be beneficial in developing a plan for the provision of recreation areas and facilities, in proposing modifications to said plan from time to time, and in providing for the general recreational needs of the Township.

The Dickinson Township Parks and Recreation Board is hereby created and shall consist of five persons, each of whom shall be appointed by the Board of Supervisors and shall serve for terms of five years, or until their successors are appointed, excepting that the members first appointed shall be appointed so that the terms of not more than two members expire annually. All members shall be Township residents.
The members of the Parks and Recreation Board shall serve without pay but, when authorized by the Board of Supervisors, may be reimbursed by the Township for expenses incurred in performing their duties. All persons appointed shall serve their full terms, excepting for voluntarily resignation, or removal by the Board of Supervisors for dereliction or neglect of duty. Vacancies occurring other than by expiration of term shall be for the unexpired term and shall be filled by appointment of the Board of Supervisors.
At its regular meeting in January of each year, the members of the Parks and Recreation Board shall elect a Chairman and Secretary and select all other necessary officers, all to serve for a period of one year.
The Parks and Recreation Board shall adopt rules and regulations for the conduct of all business within its jurisdiction. It shall exercise only those powers and duties concerning parks and recreation facilities and programs as may be delegated to it by the Board of Supervisors. The Board shall meet at least once per month.
A. 
Duties. The Parks and Recreation Board shall give its recommendation and counsel to the Board of Supervisors as follows:
(1) 
It shall propose for consideration by the Board of Supervisors rules and regulations for the use of recreation areas and facilities. No such rule or regulation shall take effect until adopted by the Board of Supervisors by resolution.
(2) 
It shall recommend to the Board of Supervisors, not later than October 1 of each calendar year, a recommended budget containing proposed revenues and expenses for the operation of parks, recreation areas, and recreation facilities under the jurisdiction of the Township. Such budget shall propose funds necessary for the maintenance of recreational facilities, and shall also include proposals for the acquisition of capital items. No proposed budget, as submitted, shall obligate the Township of Dickinson for the payment of any Township funds until the same is appropriated and budgeted by the Board of Supervisors.
(3) 
It shall propose for consideration by the Board of Supervisors general policies, as the same are deemed necessary from time to time, to govern the provision of recreational services within the Township.
(4) 
It shall propose for consideration by the Board of Supervisors an official park and recreation plan for the Township, which plan shall define the goals and objectives of public recreational services to be provided, and which plan may be amended from time to time as circumstances warrant. No such plan or amendment shall become official until adopted by the Board of Supervisors by resolution.
(5) 
It shall receive input from the public concerning recreational needs, policies, and services within the Township.
(6) 
It shall advise the Board of Supervisors concerning the acceptance by the Township of any gift, grant, bequest or donation for recreational facilities, land or services.
(7) 
It shall assist the Board of Supervisors in promoting recreational services within the Township to the general public.
(8) 
It shall maintain a working relationship with other federal, state and local agencies in addressing recreational needs.
(9) 
It shall inform the Board of Supervisors of available grant programs and other monetary assistance available for recreational needs.
(10) 
It shall recommend to the Board of Supervisors a prioritized listing of land and/or facilities proposed to be acquired by the Township by the utilization of recreation fees collected under the authority of the Pennsylvania Municipalities Planning Code.[1]

(11) 
It shall submit to the Board of Supervisors, not later than October 1 of each year, a report which shall include an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership.
B. 
Powers.
(1) 
When so authorized by resolution of the Board of Supervisors, it shall govern the maintenance and use of such recreation areas and facilities as are specifically entrusted to it; and, it shall be directly responsible to the Board of Supervisors for the exercise of the powers granted herein, unless or until such authority is revoked. Such authority, when so granted, shall include the power to adopt rules and regulations.
(2) 
It shall equip and maintain such recreation areas and facilities, and provide such programs, as are authorized by resolution of the Board of Supervisors, subject to the appropriation of funds for such purposes by the Board of Supervisors.
(3) 
It shall exercise such other powers as are specifically entrusted to it from time to time by resolution of the Board of Supervisors.
