This article shall be known and may be cited as the “Supervisors’ Compensation Ordinance of Dickinson Township.”
The background of this article and the legislative intention of the Board of Supervisors (“Board”) in enacting it are as follows:
A. 
The Township of Dickinson is a municipal township of the second class.
B. 
The General Assembly of the Commonwealth of Pennsylvania reenacted and amended the Second Class Township Code[1] by P.L. 350, No. 60, on November 9, 1995, effective May 7, 1996 (hereinafter called “code”).

C. 
Section 606 of said Act provides that individual supervisors may receive annual maximum compensation as set forth therein according to township population so long as such compensation is established by ordinance.
D. 
Section 606 of said Act further provides as follows: “Any change in salary, compensation or emoluments of the elected office becomes effective at the beginning of the next term of the supervisor.”
E. 
Section 27 of Article III of the Constitution of the Commonwealth of Pennsylvania states as follows: “No law shall extend the term of any public officer, or increase or diminish his salary or emoluments, after his election or appointment.”
A. 
Commencing on January 1, 2000, and thereafter, each Supervisor of Dickinson Township, elected or appointed to office, shall receive as compensation for services as Supervisor the maximum compensation permitted by law, as the same is amended from time to time, payable in equal monthly installments.
B. 
Any change in salary, compensation, or emoluments of the elected office effected by legislation duly enacted by the General Assembly shall become effective, as to any individual Supervisor, at the beginning of the next term of office of such Supervisor or his or her successor.
The compensation of Supervisors, when employed as roadmasters, laborers, Secretary, Treasurer, Assistant Secretary, Assistant Treasurer or in any employee capacity not otherwise prohibited by law, shall be determined by the Board of Auditors as heretofore.
