This article is adopted pursuant to the authority
of Municipal Home Rule Law § 10 and shall be known as the
"Local Law Establishing the Position of Village Administrator as an
Employee of the Village of Perry."
The purpose of this article is to establish
the position of Village Administrator as an employee of the Village
of Perry and set forth the duties and responsibilities of the position.
The Village Administrator shall report to and
be under the supervision of the Mayor and the Board of Trustees.
Subject to the approval, direction and control
of the Board of Trustees or, in those instances where approval, direction
and control are, by applicable law, reserved to the Mayor, then under
the approval, direction and control of the Mayor, and in accordance
with such rules and regulations as may be promulgated by the Board
of Trustees, the Village Administrator shall:
A. Finance.
(1) Supervise the financial management and accounting
procedures and reconciliation of accounts, assist the Board with the
development of budgets, implement purchasing policy, grants management
and claiming, invest Village funds and prepare monthly financial reports
for the Board.
(2) See that the Mayor and the Board of Trustees are kept
advised of the financial condition of the Village and oversee and
coordinate the purchasing procedures of the Village as well as assist
the rotating Trustee in authorizing the payment of all vouchers.
(3) Make recommendations to the Mayor and the Board of
Trustees as to measures or programs he or she believes will improve
the efficiency and/or economy of the Village government.
(4) Conduct a continuing study of all functions and activities
of the Village for the purpose of devising ways and means of obtaining
greater efficiency and economy.
B. See that rules, regulations, ordinances, local laws
and codes of the Village are administered efficiently and fairly.
C. Supervise and coordinate the activities of all Village
departments in accordance with the policies of the Mayor and the Board
of Trustees.
D. See that all inquiries by residents of the Village
or other interested persons are referred to the appropriate Village
official or department head for investigation or response.
E. Meetings and hearings.
(1) Attend meetings of the Board of Trustees and supervise
the preparation of the agenda and minutes of such meetings.
(2) Attend public hearings of the Perry Village Board
and attend current weekly meetings of the Perry Development Committee
and provide updates to the Mayor and the Board of Trustees.
(3) Act as Village liaison at the Perry Main Street Association
(PMSA) meetings.
F. Act as a liaison with potential leads for business
focused on economic development for the Village of Perry.
G. Personnel.
(1) Directly manage, supervise, train and coordinate the
activities of the Perry Parks and Recreation Department, Department
of Public Works and the Police Department to ensure a high level of
operational efficiency in accordance with policies of the Board. Department
heads shall be responsible to and report directly to the Village Administrator.
(2) Advise and communicate with department heads regarding
monthly reports, purchasing procedures, budgets, year-end analysis,
grants, training, comprehensive and development plans, administrative
procedures, record keeping, documentation and discipline.
(3) Carry out supervisory responsibilities in accordance
with Village policies and applicable laws and be the first point of
contact for addressing employee problems and conflicts prior to addressing
individual committee or board members and/or the Mayor.
H. Organize procedure to establish an index of Village
Board minutes via the Local Government Records Management Improvement
Fund or through the utilization of technology.
The Village Administrator shall receive such
compensation as the Board of Trustees shall fix.
In the case of a vacancy or during the absence
or disability of the Village Administrator, the Board of Trustees
may designate some properly qualified person to perform the duties
of the Administrator on an acting basis.
Notwithstanding the provisions of §
98-6 of this article, nothing herein shall be deemed or construed as abolishing, transferring or curtailing any powers or duties of the Mayor or Board of Trustees.
All existing local laws, codes and regulations
of the Village shall remain in full force and effect except insofar
as they conflict with the provisions of this article, in which case
the provisions of this article shall prevail.
