A commission, to be known as the "Planning Commission of Concord Township," is hereby created and established.

Said Commission shall be composed of nine citizens of the Township of Concord, who shall be appointed by the Township Supervisors and shall receive compensation for attending hearings and for the performance of their duties at a rate not to exceed $1,200 per annum, payable quarterly at a rate of $100 per month, or at such compensation as may be established by the Board of Supervisors by resolution. Commission members appointed after July 1, 1970, shall serve for a term of four years or until their successors are appointed and qualified, except that the terms of members so appointed after July 1, 1970, shall be so fixed at the time of appointment so that no more than three members shall be reappointed or replaced during any future calendar year. Vacancies in the office of any member shall be filled by the Township Supervisors for the unexpired term.

Said Planning Commission shall elect its own Chairman, Vice Chairman and Secretary and shall create and fill such other offices as it may determine. The Commission may make and alter rules for its procedure consistent with ordinances of the Township and laws of the Commonwealth of Pennsylvania. It shall keep a record of its resolutions, transactions, findings, determinations, etc., which record shall be a public record.

Said Planning Commission shall annually make a report by March 1 to the Township Supervisors of its transactions. Said Planning Commission may also, from time to time, make recommendations to the Township Supervisors with respect to any and all matters referred to in this section and, in so doing, shall have regard for the present conditions and future needs of the Township. Any plans or recommendations so submitted shall not be effective or binding unless regularly approved and adopted by ordinance or resolution of the Township Supervisors and, after such approval and adoption, shall be subject to revision and change from time to time as the Township Supervisors may deem expedient.
The Township Supervisors shall, from time to time, submit to the Planning Commission any question or proposal relating to any of the matters referred to in § 53-4 hereof or any other matter relating to the growth and development of the Township, including any plans or proposed plans for the development of any particular section of the Township, and it shall be the duty of said Planning Commission, in due course, to make a report with respect to any such question or proposal, with its recommendation thereon.
